Data Monitoring for Program Improvement
  • The Data Tech Council (DTC) is in the process of
    developing forms for the collection of student
    information intake, assessment recording, and
    exit.
  • Programs will not be required to use these forms.
    However, if programs do not use the DTC
    developed forms, the language on their forms must
    be the same as the DTC forms. The Data Tech
    Council can help programs determine if they are
    in compliance.
  • All New Mexico ABE programs will follow the same
    procedures for data entering, including contact
    hours that conform to NRS requirements.
  • All programs will have staff job descriptions
    that outline their responsibility for data
    collection and data entry.

NRS Awareness
  • Each Data Tech should engage in at least two
    hours per month of reading in the NRS measures
    and methods manual.
  • The Data Tech Council (DTC) and the Higher
    Education Department (H.E.D.) Data Administrator
    will keep Data Techs updated on NRS changes as
    they occur.

Program Improvement Recommendations
  • Documented procedures and responsibilities will
    help to ensure data accuracy and completeness for
    programs.
  • The State ABE office is working to develop
    policies and procedures to help ensure compliance
    with NRS guidelines.

Confidentiality, Data Security and Data Privacy
  • ISP, Yahoo, or Hotmail accounts are not allowable
    to help maintain the confidentiality of our
    student population.
  • By July 1, 2005 all program Data Techs will use
    an e-mail account address of their institutions
    domain.
  • The H.E.D. Data Administrator will assist those
    who need help in making the changes.

What can we do to helpensure quality data?
  • Create a manual for entering your data in case of
    an extended absence or loss of key data people.
  • Create a Continuity of Operations (COOP) plan.
  • Submit data on a timely basis.
  • Our goal is to have accurate data with a
    relatively low margin of error.

How do we do this?
  • The DTC will assist Data Techs by providing each
    program with procedures for
  • Data Foundation and Structure
  • Data Collection and Verification
  • Data Analysis and Reporting
  • Staff Development - encourage all programs to
    participate in professional development

Our Goals for FY 05-06
  • Implement the practice of a Follow-Up Survey at
    each program leading to data matching in FY
    2006-2007.
  • Establish a goal of data submission 2-3 days
    prior to the deadline.
  • Create a process for endorsements of our Data
    Techs.
  • Prepare all Data Techs for an audit of their
    program.

Moving from acceptable to superior quality data
  • All Data Techs will be responsible for
    continuously checking for data errors after each
    update.
  • All Data Techs will review data for errors,
    omissions, out-of-range values and inconsistent
    data.
  • The H.E.D. Data Administrator will review program
    data at least semi-yearly to identify areas of
    strength and those needing improvement.

How do we move to superior quality data?
  • It is highly recommended that all Data Techs
    enter information into their databases at least
    monthly. This includes new enrollment,
    assessments, and hours.
  • The DTC will provide ongoing technical support to
    all programs to improve data quality for data
    matching and survey follow-up procedures as
    applicable.
  • The DTC will assist Directors, not directly
    involved with data collection, in reviewing their
    program data for accuracy as requested.

Program Self-Reviews
  • To be conducted by local program staff.
  • Review indicators of program data quality in
    advance of a State monitoring visit.
  • Results of a self-review can help guide the
    programs improvement process.

The purpose of theData Tech Council
  • To promote accurate and timely NRS data
    collection and H.E.D. policies for program
    improvement.
  • To advocate that accurate utilization of data is
    the key to improving program quality.
  • To assist ABE personnel in understanding the
    value of data.
  • To promote the use of data as a valuable tool,
    not a burden.
