SACOG Tests the Waters
  • There are diverse views throughout the SACOG
    region
  • AB680 (sales tax revenue sharing legislation) was
    brought up for SACOG to take a position
  • Our weighted voting required a super-majority so
    the vote ends without the SACOG board taking a
    position
  • AB680 morphs into a housing bill that fails to
    pass
  • This set of events creates tension on the board

SACOG Looks at its Weaknesses
  • Not all jurisdictions were members
  • Some member jurisdictions did not have a vote
  • Weighted voting an inhibitor
  • Regional issues had not been defined
  • Fear that SACOG support will turn into mandatory
    requirements

  • The board is expanded to allow all member
    jurisdictions to hold a seat, and have a vote
  • 6 Counties (2) 22 Cities (1) 31 seats/votes
  • The voting structure is revamped and each vote
    must pass three tests

  • AdministrationComposed of 5 directors appointed
    to review items requiring Board attention in the
    areas of human resources, audits, the budget and

    review items related to interrelationships
    between the Air District's new SIP, MTP and
    Blueprint.
  • Land Use and HousingComposed of 6 directors
    appointed to review items relating to Blueprint,
    affordable housing, housing needs, and "green"
    issues.

  • Legislation and Public AffairsComposed of 6
    directors appointed to work on state and federal
    advocacy, news media outreach, and other
    activities related to SACOG's external affairs
    including the legislative area.
  • Strategic PlanningThis Committee consists of the
    SACOG Chair, Vice-Chair, previous year's Chair
    and the chairs of the other four committees and
    will be responsible for reviewing the JPA, Board
    representation, and long-term vision planning.
  • TransportationComposed of 10 directors appointed
    to review items related to the Metropolitan
    Transportation Plan and all other transportation
    issues (i.e. TDA, transit, etc.)

    refine Blueprint to recognize local planning
    priorities
  • Language is inserted into policy statements that
    re-affirms that Blueprint is non-binding

  • A regional summit of electeds culminates in a
    preferred scenario for growth in the six county
    region
  • Local general plans and projects approvals meet
    Blueprint guidelines on a voluntary basis.
  • The SACOG region is using Blueprint guidelines,
    adopted voluntarily by local jurisdiction to
    formulate the next MTP
  • Trust between the Jurisdictions in the region has
    grown
