REQUEST FOR PROPOSAL (RFP) Public Private
Partnership (PPP) For Up-gradation, Operation
Maintenance of FAST FOOD COUNTERS AT MORINDA,
KURALI AND KHATKARKALAN
In its mandate to promote Public Private
Partnership (PPP) for implementation of
infrastructure projects, PIDB, a nodal agency set
up by Government of Punjab (GoP) for
infrastructure development in the State
along-with Punjab Heritage and Tourism Promotion
Board (PHTPB) and Municipal Councils of Morinda
Kurali invite Private Sector Participation for
Financing, Upgradation, Operation Maintenance
of Fast Food Counters located at Morinda, Kurali
and Khatkarkalan to improve the tourism and
hospitality network in the State. Feedback
Ventures Private Limited (FVPL) is assisting
PIDB, PHTPB and Municipal Councils of Morinda
Kurali in project development under PPP format.

where is basis.
SCOPE OF WORK

• The selected bidder will be responsible for the
  following
• Finance, Up-gradation, Operation Maintenance of
  existing facility into a state-of-the-art highway
  tourist facility.
• Upgradation of the existing facility would be in
  the form of internal furnishing and
  beautification only and no change in the existing
  civil structure will be allowed.
• Procurement Installation of necessary
  furnishings, equipments infrastructure for
  efficient operations of facility.
• Deployment of adequate trained staff for
  Services, Operation Maintenance.
• Undertaking recurring expenditure and all
  necessary activities to run maintain the
  facility.
• Collection of revenue from facility.

MINIMUM ELIGIBILITY CRITERIA
Interested independent legal entities/joint
ventures/consortia, etc. meeting the following
criteria may submit Proposal I. Technical a)
Experience in operating at least ONE
establishment in Hotel/Restaurant/Hospitality
Sector, for a minimum period of three years in
India or abroad II. Financial b) A minimum
Annual Average Turnover of Rs 30 Lakhs for the
last three years (2005-06 to 2007-08) from the
Hotel/ Restaurant /Hospitality Sector.
Note In case of participation by a Joint venture
or Consortium, maximum number of partners
/members allowed will be limited to three.
(Prospective Bidder/s having Networth of Rs 5
Crore or more as on 31st March 2008 shall be
exempted from the above mentioned criteria.
However, such bidders shall have to demonstrate
this net worth independently, without forming a
Consortium /Joint Venture.)
REQUEST FOR PROPOSAL
Request for Proposal (RFP) document, consisting
of detailed Scope of Work, Bidding Parameters,
Contractual Obligations, etc will be issued to
interested parties on receipt of a written
request, along-with the contact details, to
Feedback Ventures Pvt Ltd, Chandigarh and a
non-refundable demand draft of Rs 5,000/- (Rupees
Five Thousand only) or US 130 (US One Hundred
and Thirty only) as processing fee in favour of
PIDB payable at Chandigarh. Interested bidder/s
may submit their proposal to the office of Punjab
Infrastructure Development Board (PIDB) at the
address mentioned below, on or before 15th
January 2009 between 0900 hrs to 1600 hrs. A
pre-bid meeting for prospective bidders would be
held in the Conference Room of PIDB at Chandigarh
on 29th December 2008 at 3.00 pm. PIDB
reserves the right to accept or reject any
application and to annul the process at any time,
without any liability and assigning any reason
thereof.
