Onslow County Schools
  • Redistricting 2008
  • Supporting Excellence in Education

2
What is redistricting?
  • Changing the boundaries of school attendance
zones, thereby shifting the population of
students to a different, or new school facility.

3
Who Redistricts?
  • Every school system redistricts as needed
  • The decision rests with the Board of Education
  • The research is conducted by staff, demographers
    and facility specialists

school districts that account for 50 percent of
    the enrollment.

Elementary Magnet Proposal
21
Elementary Magnet Site
  • Survey results reflect stakeholder support.
  • Timely in light of the fact that the system is
designing a plan for re-districting which will
only impact elementary schools during the
    2008-2009 school year.

23
Advantages of a Magnet Approach
  • Provides additional choices to all county
    stakeholders.
  • Opportunity for students to experience diversity.

24
Advantages of a Magnet Approach
  • An opportunity for a specific focus, with unique
    instructional approaches.
  • Specifically, a focus on Internationalism with an
    emphasis on Pre-International Baccalaureate
    Curriculum, second language instruction, the
    cultural arts, and technology.

25
Proposal
  • Clyde Erwin Elementary is the proposed site for
the first Onslow County Elementary Magnet School.
  • Rationale central location, size of school and
student body, current population projections are
    less than current capacity
  • Globalization for the last four school years.
  • Knowledgeable staff who has done preliminary
magnet research for approximately four years.

26
Proposal
  • 100 lottery with approximately 50 protected
    corridor (base magnet district).
  • Balanced Calendar
  • Intersessions that focus on enrichment and
    remediation.
  • Special summer programs
  • Uniform Dress
  • Articulation with other IB Schools and New Bridge
    Middle School.

27
Questions and/or Feedback on the Magnet Proposal
28
How is redistricting done?
  • Board approves criteria to guide staff.
  • The opening of new schools
  • Crowding at existing schools
  • Student population growth trends
  • Instructional Programming Requirements
  • Transportation efficiency and student travel time
  • Geographical relationship of the students home
    to the school
  • Maintaining, to the extent possible, cohesive
    neighborhoods (not splitting neighborhoods
between schools at the same level)

29
How is redistricting done?
  • Staff researches options using a variety of data
    sources.
  • Student Population Trends
  • Growth Data
  • Transportation
  • Facility Capacity
  • Staff creates several viable options.
  • Staff presents options to the Board
  • Board considers the options and amends them or
directs the staff to obtain comment.
  • Public comment is received
  • A decision is made after all comment data is
    considered.

5 Options Created for 2008
  • Elementary Schools ONLY
  • 5 Alternative Scenarios
  • 3 Without a Magnet Elementary
  • 2 With a Magnet Elementary
  • Already Reviewed by
  • Instruction
  • Auxiliary Services
  • Transportation
  • Now to be reviewed by
  • Board of Education
  • Public

31
As we review the scenarios, please note that
  • All our efforts will not solve all problems.
  • The scenarios must be revised manually by
    Transportation Information Management System
(TIMS) Staff to correct for computer errors in
the General Algebraic Modeling System (GAMS) at
    North Carolina State University.
  • Unrecognized Neighborhood Splits
  • Unrecognized Bus routing problems
  • Public participation is key to catching these
    minor mapping errors.

Questions
  • Q Why doesnt the school system just build more
    schools?
  • A In North Carolina, Boards of Education do not
    fund school construction. That responsibility,
as well as taxing authority, rests with the Board
of County Commissioners within each county.
School systems rely on others to fund school
construction. The Onslow County Board of
Commissioners has worked with the school system
to fund _at_ 105M in Construction.
  • A In 2004, best estimates indicated that Onslow
required 237 million in additional facilities.
    Our job is not complete.
  • A Building a new school takes between 2 and 3
years. Campuses need relief in 2008.

48
Questions
  • Q Why dont you just build bigger schools?
  • Site and Utility restrictions limit expansion in
    some areas
  • A Where financially possible, the school system
    is building larger facilities.
  • Meadow View Elementary is sized for a maximum of
    800 K-5 students.
  • Where not initially financially feasible,
    classroom wings are later added.

49
Questions
  • Q Are you planning for growth?
  • A Yes.

Questions
  • Q Will you be doing this again? Is
    redistricting a temporary fix?
  • A Redistricting is always a temporary solution
unless student population growth stops, there are
few program changes, people stop moving between
school districts, and people stop coming to or
    leaving the county.
  • The next redistricting effort will be in 2008 for
the August 2009 school year. Students affected
for August 2008 should NOT be affected in 2009.

51
Questions
  • Q Are high school or middle school districts
    affected?
  • A No, only elementary districts.
