- The econometric analyse indicate that Sweden has
mitigate energy consumption with 116 TWh between
1991 and 2005, i.e. 1,8 per year inclusive
prices effects and regulatory measures - With combination of top-down and bottom-upp
analyses, the STEM can achieve appr. 5,5 of the
target on 9 with the existing regulatory
measures, year 2016 - The historical effects of energy and carbon taxes
(1991-2005) give a mitigation of energy
consumption on 7,2 TWh/year, year 2005 - Ex-ante effects of energy and carbon taxes,
counted with inflation give 7,2 TWh/year, year
2016
11Energy efficiency in the public sector
- Propose whether to go for voluntary agreements
(VA) or binding requirements. - The inquirer shall negotiate VA as first option
- If VA is not a possible choice it should be
motivated and suggestions for regulatory measures
should be described
12Energy distributors and retailers
- Suggest agency to receive and administer the
statistics that shall be delivered from
distributors and retailers. - The statistics shall be relevant for the follow
up of the energy services market and other energy
efficiency improvement measures - Analyse the market for energy services.
- Decide to which agency the supervision shall be
assigned

- Investigate how metering on heat, electricity,
hot water and cooling. - Special focus on hot water and electricity in
multi-family buildings
