- Participants
- To be eligible for NEIS assistance, prospective
participants must be - Fully Job Network Eligible
- Mature age job seekers not on income support
- Any other person as notified by DEWR in writing

- Prospective participants must
- Not be an undischarged bankrupt
- Have not received NEIS assistance in the previous
two years or received NEIS assistance for a
similar business activity - Be at least 18 years of age at the time of
signing a NEIS Participant Agreement - Agree to hold and maintaining a controlling
interest in the business during the terms of
their NEIS Participant Agreement - Be available to participate in NEIS training and
work full-time in their business

- Business Eligibility
- Has not already commenced on a commercial basis
- Will be independent, reputable and lawful
- Has been assessed as commercially viable
- Is not based on the purchase or takeover of an
existing business

- Referrals
- Job seekers may be referred to NEIS providers by
Centrelink or Job Network members (JNMs) - JNMs are the primary source of referrals
- 6,800 places annually
8New Enterprise Incentive Scheme (NEIS)
- Payment Model
- The NEIS fee will be paid on a fixed-fee basis
- 3,900 for participants in metropolitan and
regional areas - 7,450 for participants from designated remote
ESAs - The payment structure for NEIS is
- 80 per cent of the NEIS fee on achievement of a
commencement - 20 per cent of the NEIS fee on achievement of a
post-programme outcome -

- Fee prices will apply to all ESAs within the
labour market region - A different fee will apply for participants from
designated remote ESAs - The contract will specify the number of NEIS
places that the NEIS provider may achieve

- Bidding for Business
- Roll over for current satisfactorily performing
NEIS providers - Business not extended will be subject to an open
tender - Tenderers bid for business at the Labour Market
Region (LMR) level - Tenderers must specify the Employment Service
Areas in those LMRs that they will cover - Tenderers will be asked to indicate a minimum and
maximum number of places per LMR - DEWR does not guarantee business levels

- Criterion One
- Demonstrated experience in delivery of NEIS or
similar services - Describe the services you have delivered that are
most relevant to delivering NEIS services - Provide information about the level of
outcomes/performance that was achieved in the
delivery of NEIS or similar service - Describe how achievement of these performance
levels or outcomes demonstrate your ability to
deliver NEIS services

the delivery of NEIS at ESA level - Specific strategies to address the unique
characteristics of this ESA - How remote clients will be serviced
