Local Update of Census Addresses (LUCA)

• First implemented for Census 2000
• Purpose is to improve the census address list
  using local knowledge
• Confidentiality of address information
• Changes validated in the pre-census address
  canvassing operation

Important LUCA Dates

• Advance-notice letters January 2007
• LUCA invitations July 2007
• LUCA review by participants August 2007 to April
  1, 2008
• Feedback to LUCA participants June 2009 to
  October 2009
• LUCA appeals September 2009 to December 2009

State LUCA Pilot Test

• Demonstrated that state-level reviewers can add
  missing addresses
• Demonstrated that not all state agencies have the
  GIS expertise to process spatial and address
  information.

Some Conclusions

• State-level reviewers capable of providing valid
  new addresses
• Not all states have comprehensive address data
  and address processing capability (but some are
  very capable)
• NSGIC to help us to learn more
• Census Bureau will offer LUCA participation to
  all states (same timetable)

How State LUCA Will Work

• Invitations to Governor
• Governor appoints LUCA Liaison
• LUCA liaison identifies resources/participants
• Census Bureau will suggest potential participants
• State GIS Agency needs to be involved
• Tell us !

Coordination Will Be Vital!

• All functioning local governments will be
  invited, but not all have the resources/interest
  to participate
• One goal of inviting the states is to maximize
  addresses that are reviewed as part of LUCA
• States can limit their participation to
  particular areas or particular address types
  (e.g. institutional group quarters)

• Census tracts, block groups, census county
  divisions, census designated places
• Criteria under development
• Federal Register Notice with proposed criteria
  this fall
• Considering
• Increasing the minimum block group size
• Requiring a minimum population for CDPs
• Including a Housing Unit criteria

• Electronic-only
• Use MAF/TIGER Partnership Application or
  equivalent
• Review will begin in second half of 2008
• Participants will have 120 days
