5Objective
- Design and establish a system which will meet the
demand for Air Quality Management training in
China at the national and local level - EPBs learn the new Chinese standards and
international experience. This will help to
implement Chinese AQM policies
6Target groups Type of Training
- Target groups
- National level government staff
- Local level government staff
- State enterprise/Private sector
- NGOs, media ????
- Types of training
- Policy makers (administrative and management type
of training) -- leaders - Implementors (technical type of training)
technical staff
7Design Approach
Type 1 AQM training in support of SEPAs
regulatory functions
Type 2 Technical Training on AQM
Provider SEPA and attached institutes
Provider Universities, donor projects, etc.
Provide hands-on assistance by providing inputs
to ongoing SEPA training

9Project Phasing
- 2006 May 2007 discussion of project concept
and build support for project - 28 May 1 June, 2007 scoping meeting to design
first phase of the project - June September, 2007 detailed design first
phase of the project and submission of proposal
by SEPA to Norway - October 2007 April 2009 Implementation Phase 1
(Component A and B) - January April 2009 Detailed design phase 2 of
project - May 2009 Start of phase 2- full scale
implementation of the project
10Resources
- CAI-Asia committed to support the development of
the program - Norway interest in supporting phase 1 (18 months)
possibly 250.000 - 300,000, - AWMA can contribute to training under Component A
in phase 1 (honorarium plus expenses?) - US-EPA can make available training courses (75)
and participate on honorarium plus expenses basis - Tsinghua University text books, training courses
- Italy financial contribution 300,000
- CEEC training infrastructure
- CAEP training materials
11Key Scoping Questions Component A Regulatory
Training
- Strength - weakness analysis of AQM regulatory
training for leaders - Identification of training inputs to be delivered
by the project what topics - Training methodologies to be used
- Organization of project activities under
Component A, including distribution of tasks and
associated budget
12Key Scoping Questions Component B detailed
design
- Training topics reduce major pollutants,
regional coordination and automotive pollution? - Training supply what are the expected
qualifications for second generation training
providers. Who are possible second generation
training providers in China? - Training demand how can we ensure that there
will be customers for the training offered? - Sustainability how can the training system to be
developed be financed best? - Pilot Should we have a pilot in component B in
Phase 1? - Organization Organization of project activities
under Component B, including distribution of
tasks and associated budget
13Needs assessment (Stander approach)
- Survey design
- Conduct survey 12 agencies in 10 states
- Managers completed survey covering 300 persons
- Evaluation of results
- Current status and capabilities
- Current training provided
- Needs and priorities for staff activities
- Compose list of ALL available training courses
and programs in place in the USA - Identify best courses and techniques (e.g. web
based, conferences, hands-on training, classroom)
by type of activity/work (monitoring,
engineering, modeling, compliance and
enforcement, regulatory development) - Curriculum development
