Role of REC in Development of CDM Projects

CDM Project Development by REC
  • REC designated as Nodal Agency by MoP for
    assisting states in preparation of CDM projects
    in the field of Distribution sector
  • So far, no loss reduction/energy savings project
    in distribution sector qualified under CDM and
    also no approved large scale methodology.
  • REC in association with KfW, Germany initiated a
    programme for CDM Project Development on pilot
    basis .

  • PricewaterhouseCoopers (PwC) engaged for
    providing consultancy services for CDM
    development
  • In the first instant, a HVDS Project of APSPDCL,
    a beneficiary Discom under REC- KfWs Ist line of
    credit has been chosen for CDM Development.
  • Diagnostic study conducted by PwC shows CDM
    Potential in the project

Impediments in CDM Project Development The
diagnostic study of PwC reveals the following
major impediments in the CDM Development of the
project in the Distribution sector
  • No baseline data available (ie measurable
    technical loss in the project area) because of
    unmetered electrical connection in the
    agricultural area. Even where meters were
    available, the accuracy of the meters and hence
    the meter readings were not reliable
  • Even when baseline is established today, the
    baseline may not be permanent since new
    connections in the project area would result in
    possibility of shift in the baseline
  • Distributed project activity involving
    complicated monitoring of technical loss

Baseline establishment Since metering of all
consumers for the purpose of baseline
establishment would involve huge investment,
sampling methodology is proposed. Accordingly,
  • Feeders are being classified and grouped based on
    load survey data ( Since load survey data was
    quite old, it had to be redone from field log
    books)
  • Meters would be provided in the identified
    feeders and associated agricultural consumers
  • Reading would be taken for a minimum period of 1
    year to arrive at baseline loss level.

  • Pending baseline establishment for the project ,
    4 nos of PDDs have been developed and filed with
    MoEF by APSPDCL on 29th May 2008
  • 3 nos of PDD have already been listed in the
    National CDM Authority Meeting of MoEF held on
    13th August 2008.
  • 1 no of PDD is listed in the meeting being held
    on 5th September 2008

  • APSPDCL is in the process of appointing
    validators for the project. Bids invited from the
    accredited validators of CDM EB
  • REC is in the process of initiating development
    of methodology
  • Energy efficiency projects in distribution sector
  • Energy efficient pumpsets
  • Sectoral Developments
  • Methodology approved for Amorphous Core
    Transformer recently
  • Programmatic CDM Project Development for CFL
    replacement is in advance stage being
    coordinated by BEE/CEA/GTZ
  • CFL bulbs being provided free of cost for all BPL
    connections under RGGVY during XIth Plan
