4BACKGROUND

Green Corps funded by Australian Government
Single provider contracted to implement the
programme
2002
Programme management moved to Department of
Family and Community Services. Scope of programme
is to achieve the conservation, protection and
restoration of Australias natural and cultural
heritage.

Programme moved to DEWR Scope unchanged
5OBJECTIVES
- Provide young people (17 20 years) with
- quality training and experience
- personal development, including teamwork and
leadership skills - improved career and employment prospects through
accredited and on-the-project training - Contribute to high priority conservation projects
- Promote environmental, conservation and natural
heritage outcomes

- 1,700 participants per annum
- 170 projects of 26 weeks each
- 10 participants per project
- 85 of projects located in regional and remote
areas - Participants involvement - 35 hours per week
- Participant allowance based on educational
attainment and age

- Funding agreement specifies objectives,
processes, outputs and performance indicators - Programme implemented through overlapping Project
Rounds each comprising 30 50 projects - New projects proposed by local organisations (eg
local councils, indigenous organisations,
catchment management authorities) - Each project managed locally by a delivery agency
in conjunction with the local partner agency

- Provision to accommodate multiple providers
- Projects allocated across four regions
- Region 1 Victoria/Tasmania (28)
- Region 2 ACT/New South Wales (27)
- Region 3 Northern Territory/Queensland (23)
- Region 4 South Australia/Western Australia (22)
Tenderers must identify to which region their
tender relates

Project Distribution
- Service providers can tender for one or more
regions - Maximum of two providers for each region
- Where two providers in one region, each will be
awarded 50 of business - Successful tenderers required to service entire
region. - No less than 75 of projects to be located in
regional and remote areas (as defined by the Job
Network)

Project Development
- Sourced from a range of partner agencies
- To encompass range of activities, for example
- land care
- conservation and cultural heritage
- Indigenous heritage
- Focus on development of young people
- Comply with Commonwealth, State and local
government laws and regulations - Consistent with the National Greenhouse Response
Strategy, principles of Ecologically Sustainable
Development, the Burra Charter and the Australian
National Heritage Charter - Are relevant to the community based environmental
initiatives announced in Government environmental
policy

Project Development
- Major projects - providers to consult and work
with agencies such as National Heritage Trust,
local indigenous organisations, local government - Participants to be additional to the existing
workforce - Participants must not reduce, replace or
substitute for existing workers
Project Approval
- Project proposals evaluated by a Project
Evaluation Panel (PEP) - Administrative arrangements around PEPs dependent
on number and location of providers - Administrative arrangement will be finalised in
consultation with the successful providers

Participants
- Age range 17-20
- Must be Australian citizens
- Should include
- gender mix
- Indigenous and non-Indigenous youth
- young people from diverse cultural and linguistic
backgrounds - young people from a variety of education,
employment and training backgrounds - Must include participants from metropolitan,
regional and remote areas

Responsibilities of Service Providers
- Encourage the participation of young people with
disabilities in the programme - Develop a selection process to consider all
suitable applicants - Where a participant referred through Centrelink
or a Job Network Member that participant must be
given priority for placement - Assess the training needs of each participant
- Negotiate a training agreement with each
participant

Responsibilities of Service Providers
- Provide training in first aid and OHS
- Provide accredited and on-the-programme training
- Ensure participants are supervised at all times
- Engage appropriately qualified personnel to
supervise participants - Provide the necessary safety equipment for each
project - Provide each participant with a uniform
- Ensure all participants are transported to
training and project sites in vehicles with seat
belts or harnesses

Participant Allowance
- Service providers will receive
- a participant allowance to be paid to Green Corps
participants - an administrative fee per placement
(Administration Payment) - Service providers will
- pay a single rate of participation allowance to
participants - make fortnightly payments in arrears directly
into an account nominated by each Green Corps
participant - provide each Green Corps participant with a
fortnightly statement of the amount of funds they
will be receiving
NOTE Green Corps participant allowance regarded
as income by the ATO. Service providers will
deduct taxation from the participant allowance
and forward to the ATO.

Insurance
- Service Providers will be responsible for public
liability insurance, insurance cover for their
own staff, premises and equipment and
comprehensive motor vehicle insurance. - DEWR provides participants with public and/or
products liability insurance.
NOTE The Green Corps programme requires service
providers obtain and maintain workers
compensation insurance for all Green Corps
participants. Service Providers must also comply
with the relevant State/Territory workers
compensation legislation.

Administration Fee
- Tenderers will need to specify
- Their Administration Payment for each placement
- The minimum and maximum number of placements
NOTE Indicative costs per participant
between 7,000 and 7,500 per 26 week placement.

Organisations may nominate regions or receiving
other contracts as condition of accepting Green
Corps business
21SELECTION CRITERIA
Tenderers will be assessed on three selection
criteria in addition to tendered service fee
- demonstrated performance in delivery of Green
Corps or similar services - proposed strategies to achieve outcomes for Green
Corps - local strategies to promote, sustain and enhance
the delivery of Green Corps in the region

service to participants that complies with the
contract and is in accordance with the

- DEWR satisfaction with the delivery of services
including but not limited to - number/type of serious complaints, series of
complaints, and active management of complaints,
including assisting DEWR in negotiating complaint
resolution - Projects operate in accordance with the project
plans approved as part of Project Evaluation
Process - number of projects located in regional and remote
areas
