• Involved in the Internet deployment in Japan
• Involved in JANOG http//www.janog.gr.jp/
• Then involved in JPNIC activities
• Board member since 2002
• Then involved in APNIC activities
• EC Member since 2000
• Specialized Area IP Routing and Internet
  Coordination
• Now Working for France Telecom Research
  Development Tokyo
• Working for JPNIC as an external board member

• Non-profit, industry self-governed body for IP

• A Regional Internet Registry to cover Asia

• Open and bottom-up policy development process

RIR Scheme

• Four existing and one forthcoming RIRs
• APNIC, ARIN, LACNIC and RIPE NCC Existing
• AfriNIC - Forthcoming
• Each RIR has its own policy development process

Open Policy Process

• An RIR is mandated to have the open and bottom-up
  policy development processes
• Policies are developed based on the consensus of
  open meetings
• clearly defined procedures for its policy
  development process that are open to all
  interested parties and that ensure fair
  representation of constituents within the region
  of coverage.

• Now NIRs are trying to establish its open policy
  process which is similar to APNICs
