Research Infrastructureswithin
Maria Douka European Commission Research
Infrastructures ERID-Watch Workshop, Paris -
January 2007
2
Definition of Research Infrastructures
  • Facilities, resources, and related services
    usedby the scientific community for
  • Conducting leading-edge research
  • Knowledge transmission, knowledge exchangesand
    knowledge preservation
  • Includes
  • Major scientific equipment
  • Scientific collections, archives and structured
    information
  • ICT-based infrastructures
  • Entities of a unique nature, used for research

3
Objectives of the CommunityResearch
Infrastructures action
  • Optimising the use and development of the best
    existing research infrastructures in Europe
  • Helping to create in all fields of S T new
    research infrastructures of pan-European interest
needed by the European scientific community
  • Supporting programme implementation and policy
    development (e.g. international cooperation)

4
EC funding by support scheme (total budget
732.2 M)

Community activities under FP6 (2002-2006)
  • Facts and Figures
  • Total budget 732 .2 M
  • of which 222 for GRID GEANT
  • Number of projects 142
  • Number of RIs supported 248
  • Potential number of users gt20000

Policy development and Programme implementation
  • ERA-NETs for research infrastructures
  • Studies, conferences and coordination actions for
    policy development, including international
    cooperation
  • Coordination actions to support emerging needs
  • Network of National Contact Points (NCP)
  • Other Support actions, as appropriate

10
Support to new research infrastructures
  • and major upgrades to existing ones
  • Support to the preparatory phasemainly based on
    the work conducted by ESFRI
  • (in addition) support to RSFF
  • (limited) available resources tosupport the
    construction

230 M 2007-2013

The Preparatory phase
  • Member States not necessarily need this phase
  • nevertheless, FP7 could help, in facilitating
    decision-making
  • A first call will be restricted to the projects
identified in the 2006 ESFRI roadmap
  • One proposal per topic is expected
  • Targeted at resolving bottlenecks in
    decision-making

12
Participation to the Preparatory phase
  • Project consortia should involve all stakeholders
to help the project move forward
  • Public authorities, research councils or funding
agencies at national and/or regional level,
  • as appropriate, operators of research facilities,
    research centres, universities, industry
  • The European Commission would act as a
    facilitator
  • The coordinator to act as a  team builder
  • Consortia to remain open for  late comers

13
Tasks, resources, duration of the Preparatory
phase
  • Tasks focusing on (e.g.)
  • Governance and strategy development,
  • Financial arrangements
  • Legal issues
  • Preparation of logistical work / services to
    researchers
  • Technical work (less emphasis than under FP6)
  • Limited direct EC financial contribution, typicall
    y within the range 1-7 M
  • Typically from 1 to 4 years

15
Synergies with the Structural Funds
  • working in complementary mode, using different
instruments and policies towards largely similar
    objectives
  • Research policy driven by
    excellence
  • Regional policy driven by the
    principle of cohesion
