Introduction
  • A Provincial Strategy for conducting a series of
  • 20 Community Based LMI Workshops IN B.C.

BACKGROUND
  • Initially the LMI Strategic Initiative program
    began with the formation of the Joint Committee
    for Enhanced Labour Market Information.
  • The JCELMI is composed of representatives from
    HRDC and MoEST. Additional participation, in the
    form of various public and private organizations,
    soon joined the Initiative.

BACKGROUND
  • The LMI S. I. gained momentum with the sponsoring
    of 5 Community Based Workshops.
  • From that humble beginning the JCELMI has
    sponsored some 75 Projects over the past 28
    months.
  • These Projects were primarily in response to
    identified needs expressed during these
    Workshops.

  • The 75 Projects have been focused on providing
    Province/Region wide LM CI products and
    services and supporting the LMI needs at the
    local Community Level.
  • The JCELMI is composed of 5 Sub-committees
  • Research and Data Development
  • New Products
  • Standards and Training
  • Technology
  • Community Development

GOALS
  • Provide a consistent LMI message
  • Enhance, promote and facilitate networking among
    all Career Practitioners and Partners developing
    and using LMI at the Local Level
  • Support merging LMI resources and delivery
    mechanisms into a Pan-Canadian Service designed
    to meet local Community needs.
  • Market and Promote the 4 As of LMI by raising
    the profile of locally produced LMI by locally
    based LMIAs. .......continued.....

GOALS
  • Help reduce duplication of products and services
    to end users and reduce costs to developers and
    producers
  • Provide an opportunity for the creation of a one
    start/stop location, in the local Community,
    for the design, production and delivery of LM
    CI
  • Opportunity for Local LMIA products to be show
    cased and the LMIA profile raised
  • Provide hands on Training
  • Support the creation of local LMI Partnerships
    involving HRDC, MoEST MHR staff - all
    signatories to the .......... LMD Agreement.

DELIVERABLES
  • Up to 20 communities eligible to host a 2 day LMI
    workshop and training session
  • A training session utilizing the Virtual Tool
    Kit, MCS and related tools and products
  • marketing tools - brochures, posters, etc.
  • facilitator guides - participants packages,
    workbook, examples of practical applications
  • Project Manager working with local steering
    committee to provide logistic support
  • Costs covered by JCELMI and MoEST, Career
    Programs Branch (negotiable based on location)

GUIDELINES
  • clear demonstration of the existence of a local
    LMI Working Group consisting of
  • LMIA and HRDC Manager
  • Skills Development Center (MoEST) Manager
  • CSC Manager
  • Ministry of Human Resources Manager
  • Local private service provider(s)
  • School District representative
  • Post Secondary Institute representative
  • Local Organizations such as Chambers of
    Commerce, Economic Development Commission

GUIDELINES
  • willingness to follow guidelines, accountability
    framework and pursue a sustainability plan
  • designate a local volunteer contact from the
    LMI Working Group - except for a MoEST, MHR or
    HRCC person (optional - at local discretion)
  • to prepare and maintain a budget and approve
    local funding requirements, keep minutes and
    provide LMI Working Group sub-committees with
    progress and update reports.
  • work closely with and report to the Project
    Contractor Manager, identify participants,
    recommend facilities, promotions, etc.

GUIDELINES
  • appoint a small sub-committee as a steering
    committee - for liaison, coordination etc.
  • prepare and submitted a budget, approved costs
    covered by S.I. funds administered by Project
    Manager.
  • Demonstration of In Kind support and local
    Buy-In
  • proposed start date Mid-January, completion by
    March 31/98. Each Workshop 2 days in duration
  • oversee the prepare of a final report for the
    JCELMI

What This Means
  • The JCELMI and the LMI Strategic Initiative
    Program ends on March 31, 1998. We want our
    legacy to include returning to and linking back
    to our beginnings at the local community level.
  • The local Community has an opportunity to create
    a local network and partnership arrangement to
    nurture a locally developed, Pan-Canadian, LMI
    Service link.

Next Steps
  • Take this Proposal back to your respective
    manager and community. NOTE No Workshops will
    be sponsored in your area without buy-in by all
    key players at the local level
  • If there is interest, given the objective, goals,
    deliverables and framework or guidelines advise
    Larry Warren, Co-Chair, LMI Strategic Initiative
    Program or Philip Stoochnoff, Co-Chair,
    Sub-committee Standards and Training and provide
    the name of your contact person.

    LMI Training Workshop(s).
