Management structure
  • Two tier structure for Phase 1
  • Advisory Board set up in consultation with
    Funding Councils to oversee Phase 1 and develop

    SCONUL, Funding Councils, research community,
    Chair of Project Board

Phase 1
  • Development of prototype collection and services

    from CURL and non-CURL libraries, as early
    adopters

  • Testing of proposed methodology, assessment of
    costs, savings and impact
  • Scaleability and sustainability

Number of copies?
  • Current thinking
  • A minimum of 3 copies of each item kept across
    the UK
  • The BL will be the access copy
  • Central body coordinates information/decisions
    about disposal plans
  • A library planning disposals will check SUNCAT
    and notify central body of its intentions to
    dispose
  • If disposal would reduce the remaining copies in
    the UK to fewer than 3, library holding the 3rd
    copy will offer to another library or agree to
    keep it.
  • Pre-signed agreement across CURL/SCONUL to
    increase chances of retention

Phase 2
  • Will roll our UKRR to all UK HEIs wishing to
    participate
  • Extension of scheme to include books as well as
    journals
  • BL will implement new service model for document
    supply service
  • Formal undertaking not to dispose of material in
    UKRR

Proposed business model
  • Move from transaction-based to subscription-based
    model for BL document supply
  • Subscription costs cover cost of storing HE
    material transferred to BL for retention
    currently 40 of overall document supply costs
  • Charges for access/document supply to HEIs banded
    according to the amount of business generated by
    each institution
  • Document supply costs for an individual
    institution should not exceed current costs for
    the equivalent amount of business
  • If volume of business increases, institution
    moves into a higher band
  • Private sector and non-subscribers pay a premium
    price
