1. Objectives of the project
  • Help OCTs define new strategies for the
    development of renewable energy programmes and
    analyse the related needs to do so.
  • Report
  • To analyse the current situation of the energy
    area in OCTs
  • To examine the applicability and relevance of
    RETs for OCTs
  • To identify the best practices and knowledge in
    the OCTs
  • -To identify which best practices that have not
    been implemented yet in certain regions, could be
    implemented in the various OCTs to improve their
    energy programme

  • Workshop (25-26th of September 08)
  • On the basis of the report, to fuel discussions
    on future options/actions for OCT energy policy
    strategies.
  • Three experts have been in charge of the energy
    project Lara Bertarelli (IED France, Team
    leader), Dr Christophe Rynikiewicz (IED France)
    and Barbara Vlaeminck (Société de Recherche du
    Pacifique Nouvelle-Calédonie). Their mission
    started mid-June 2008.

3. Conclusions of the workshop
  • Preliminary remarks
  • Very good representation of OCTs (46 delegates).
    Sepakers from OR and SIDS with diverse
    backgrounds (private sector, regional projects
    coordinators, association, networks). No
    participation of MS. Around 10 EC delegates.
  • High level of interaction between the
    participants, bilateral and regional discussions.
  • Good input for the final report
  • Importance of keeping the momentum
    going

  • 1.Mapping OCTs energy profile (consumption
    peak, load curves and load factors) - present
    projected (2020)
  • 2.RETs Resource assessments

    cooperation between OCTs
  • 5.Training capacity building
  • 6.Identifying funding channels
  • 7.Bridge with existing regional programmes
  • 8.Review of regulatory and policy frameworks

    supply options on the basis of their levelized
    economic cost

  • PACIFIC REGION
  • Training on RE and EE (in curricula for
    architects and engineers training to
    installers, electricians, plumbers). Training on
    how to conduct Energy audits.
  • Set objectives in terms of energy dependency, and
    set precise reduction targets over time across
    sectors energy consumption for electricity and
    transportation.
  • Raise public awareness on energy efficiency
    through campaign.

  • 4. Investigate how OCTs could benefit from the
    carbon trading scheme
  • 5. Facilitate the access to European funding
    sources for OCTs.
  • Sharing data via a data base on
  • a. Costs of technologies
  • b. Energy Storage technology watch.
  • c. Policies adopted and incentives used in
    various OCTs to promote Energy Efficiency and use
    of RE.
  • Ensure that the concerns of OCTs with regards to
    Energy are taken into consideration into existing
    funding schemes

  • ISOLATED OCTs and INDIAN OCEAN REGION
  • Carry out local resource assessments
  • 2. Need to tap the wide potential of negawatts

  • evaluate and adopt appropriate equipment. There
    is often a lack of critical mass, and sometimes
    few commercial interest.
  • Develop pilot plants for electricity storage.
  • Establish bilateral contact between Greenland and
    Falkland Islands
  • In many islands, building codes were reviewed and
    exist. There is a need for incentives and
    capacity building.
  • Need to find partnership and advocate for OCTs
    energy issues
  • include energy issues in the drafted 10th EDF
  • define the 10th EDF regional and thematic funds
  • provide inputs to other funding sources
  • Lobby to have access to existing funding
    instruments (e.g Intelligent Energy Europe)

  • Conclusion
  • A very good quality and useful project financed
    by the OCTA TCF
  • Priority actions have been defined need to keep
    the momentum going
  • Implementation need to be decided at a local,
    regional and all OCTs level. In particular,
  • At the all OCTs level
  • Need to reinforce OCTAs capacities (secretariat)
    so that the Association can answer some of the
    actions defined.
  • Need to decide which actions could be financed
    under the regional EDF thematic enveloppe
    studies, training, etc

  • At the local and regional levels
  • Need to analyse if some of the priority actions
    could be financed under the territorial or
    regional 10th EDF. The programming process has
    already started in most OCTs.
  • Need to explore other funding possibilities
  • Implementation of priority actions
  • The final report will be available in EN and FR
    on the CD of the Forum. The executive summary in
    EN and FR is available in the lobby.
