Global Objective
  • Taking the European policy goals as a starting
    point, the NWE Interreg IIIB Programme has a
    global objective to contribute, through an
    innovative and integrated approach of
    transnational co-operation on territorial issues,
    to a more cohesive, balanced and sustainable
    development of the European territory, and of the

Content of an Application
  • The Application Form must detail the following
  • identification description of participants and
    their role
  • good description of the project, issues to be
    addressed objectives
  • expected results, outputs impacts of the
    project
  • description of the expected concrete results and
    foreseen deliverables
  • credible project budget per budget line per
    year
  • indicators to assess the outputs of the projects
  • detailed Action Plan for the duration of the
    project, including a publicity communication
    plan
  • detailed Implementation Schedule for the duration
    of the project
  • detailed budget justification for the duration of
    the project
  • Application form accompanied by Joint Convention
    Between Partners

Principles of Selection
  • The selection criteria will be based on the
    following principles
  • priority to quality projects
  • consistency of criteria appraisal
  • transparency of the decision-making process
  • balanced geographical coverage, where possible
  • sound funding package

Core Eligibility Criteria (1)
  • The project is transnational
  • Not eligible as a IIIA cross-border project
  • Deliver tangible innovative results to the
    common benefit of all partners
  • Positive contribution to sustainable development
    to implementation of at least 1 ESDP policy
    option
  • No large scale heavy infrastructure
  • Consistent bidding partnership
  • No other Community support involved (excl. EIB
    loans)

Core Eligibility Criteria (2)
  • Evidence of solvency of Lead Partner defined
    mutual financial and legal responsibilities of
    the project partners
  • Fully completed application form
  • Project completion date by end 2008
  • Proof of match funding (Letter of Intent)
  • Compliance with EU legislation
  • Consistent with national and regional priorities
  • Project falls within scope of relevant Measure
  • Project clearly contributes to at least 1 of the
    objectives for that Measure

  • Contribution to the Strategy at Measure Level
    project meets objectives, delivers outputs,
