What is formative assessment?

• Initial assessment of the target population and
  contextual environment in order to develop
  appropriate, effective programs
• Audience analysis who needs the services, who
  cares about the issues, how can they be reached
• Exploratory tool

Purpose of Formative assessment

• Determines concept and design
• Helps to develop message strategy, project
  identity and materials to be used
• Determines need and feasibility of intervention
• Defines realistic goals and objectives for
  intervention
• Used to set program targets
• Main disadvantage is that it cannot be
  generalized to other projects.

What to consider

• When do we get involved with the client?
• What is the nature and/context of client's
  environment?
• Could we not use Environmental and social impact
  assessments?
• Do we carry assessment on our own or outsource or
  simply recommend to client that this be done?
