AIM
  • To ensure that all appropriate incidents, be they
    crime or non-crime, are recorded by police in a
    consistent and accurate manner, so as to allow
    resulting data to be used at a local and national
    level to meet the management and performance
    information needs of all stakeholders.

SUB-AIMS
  • NSIR will
  • provide data to inform work in relation to
    anti-social behaviour, neighbourhood renewal,
    demand management, efficiency, effectiveness and
    reassurance
  • help quantify the totality of demands for service
  • improve capture of intelligence in relation to
    crime and disorder

What is an incident report ?
  • For the purposes of the NSIR an incident report
    is
  • any communication
  • by whatever means
  • about a matter which comes to the Police
    attention
  • which amounts to a notifiable incident

MINIMUM DATA REQUIREMENT
  • Time and date when report received and method
    e.g. phone, front counter etc.
  • Time and date when report recorded.
  • Incident Unique Reference Number.
  • Details of informant i.e. name, contact phone
    number address. Status i.e. victim,witness,
    other agency, staff on duty, third party. Some
    forces use other party whilst some have several
    more categories.
  • Sufficient information to describe the location
    and nature of the report (including times and
    dates).
  • Opening and Closing Classification Codes
    including sub-classification or qualifying codes.
  • Time and date of initial and closing
    classification.

THE NSIR SUB-AIMS
Stakeholders have agreed that the project will
  • Allow police data to inform shape the
    Governments work in relation to anti-social
    behaviour and Community Cohesion
  • Provide data for use in the Office of National
    Statistics Neighbourhood Renewal project
  • Allow Government the Police to more clearly
    quantify the totality of demand that is being
    placed upon the policing services
  • Allow Government the Public to know how
    efficient effective the police are at
    addressing calls for service which amount to
    non-crime non-Notifiable crime incidents
  • Allow better understanding of why public
    satisfaction with police is year on year
    reducing, especially where people actually call
    upon police to provide a service
  • Allow a better understanding of public
    satisfaction in relation to non-notifiable Crime
    and other incidents
  • Allow a better understanding of the potential to
    use standardized incident recording as an
    alternative measure for minor crime and as a
    measure of operational effectiveness
  • Allow more informed debate around the police
    services position of the provider of first
    last resort, i.e. dealing with matters which are
    arguably beyond its remit
  • Support the National Intelligence Model with the
    capture of information and production of
    intelligence thereby facilitating reductions in
    crime and disorder
