- Small MS4 conveyance or system of conveyances
(including roads with drainage systems, municipal
streets, catch basins, curbs, gutters, ditches,
man-made channels or storm drains) - Owned or operated by the US, state, city , town,
borough, county, district, association, or other
public body (created by State law) having
jurisdiction over disposal of sewage, industrial
wastes, storm water, or other wastes, including
special districts such as sewer districts, flood
control districts or drainage districts or
similar entity - Designed or used for collecting or conveying
storm water - Not a combined sewer, part of a POTW, or discrete
system - Not authorized by other NPDES or TPDES permit

- MS4 Operator the owner or public entity that is
responsible for the management and operation of
the municipal separate storm sewer system and is
subject to the provisions of this general permit - Permittee the MS4 operator authorized under the
general permit

- MS4s Eligible for Authorization by General
Permit - MS4s located in an urbanized area (by 1990 or
2000 census) must obtain authorization for the
discharge of storm water runoff and are eligible
