1Acquisition Standardization Maturity Model
- A Standardization for Acquisition framework has
been developed as a self assessment tool for
project teams to assess their stages of
standardization maturity as a part of their
continuous improvement programme. It is based on
five levels of maturity (from beginning to
excelling) and describes in behavioural terms
what type of activities teams should be doing at
each stage of maturity. - The Standardization Maturity Model is one of a
suite developed to support MODs Smart
Acquisition. Subsequent texts explain in more
detail what a Maturity Model is, what its for and
how to use it as well as giving some general
examples of behaviours which underpin the various
levels of maturity. The Standardization for
Acquisition Maturity Model is then given. There
are no hard and fast rules on when Maturity
Models are used but some typical examples of when
it can be applied are given below (adapted from
the Through Life Management Plan maturity Model
text). - Before starting a Standardization Strategy and
Implementation Plan. If you have yet to begin to
develop a SSIP then a Maturity Model assessment
can be a good place to start. It will help
highlight any areas of particular strength or
weakness. - To develop the SSIP beyond the first draft and
promote stakeholder engagement. - On a regular basis thereafter, to ensure
continuous improvement. - At significant project review and SSIP update
points for example at the start of Assessment
phase in preparation for Main Gate, or on
Transition of the SSIP into DLO. - To inform IPT Quarterly Reviews with Executive
Board members / Business Unit Stewards. The
Maturity Model is a feature of the DPA and DLO
Quarterly Review process and IPTLs will be
expected to report against it on a regular basis. - Your SSIP Review process should define when and
how you are applying the Maturity Model in your
team or project. -

2Smart Acquisition Maturity Models
This is one of a suite of Maturity Models
developed for SMART Acquisition.
What is a Maturity Model? A SMART Acquisition
Maturity Model is a behavioural model. It
describes behaviours that is, it describes what
people do. The model is divided into five stages
of maturity from Beginning to Excellence. Each
describes the type of things that each
stakeholder should be doing at that stage of
maturity. A key factor of SMART Acquisition is
that you will not succeed by just doing your bit
youll need to work with others and all do your
bit together- this is how the models are
designed to work. Maturity models will usually
highlight an area of SMART Acquisition that is
crucial to success, that requires attention or
needs improving.
Whats it for? One Page Quick Guide In the first
place it provides a summary of the policy
guidance and best practice on a particular topic-
a quick look- up reference on a page. Dont
expect bags of detail youll need to look
elsewhere for that but youll have a
better idea what to look for. The model is
published through the AMS. In the electronic
version you should be able to point click
to go to the policy or process detail or to read
stories of what other teams have actually done to
move forward. Self-Assessment Secondly,
its there for you and your team to use as a self
assessment tool. Work out where you are now,
where you want to be next. The model gives
you ideas about what steps to take next. Your
self assessment against maturity models and
self assessment against, say, EFQM, should yield
similar results you should not be 600 pts
EFQM and beginning against MMs. Use them
both - one to check off against the other EFQM
is general, MMs are SMART Acquisition
specific. SMART Acquisition performance Thirdly,
it can be used as a framework against which to
measure the effectiveness of individual policies
and of SMART Acquisition as a whole. By
tracking which stage people are in we can see how
their behaviours are changing.
How do I use it? The recommended approach is to
review each statement in the table and highlight
those that you think apply to your project.
Ideally this should be done as a small group
activity to give a range of views. It is likely
that you will be spread across different columns,
usually the different stakeholders will be in
different columns - come to an agreement about
which stage you are in overall. Stages of
