Prevention vs. Response
  • Numerous factors can be applied to make target
    harder but what can be done if the unthinkable
    happens?
  • Construction materials/considerations
  • Water distribution
  • HVAC
  • Rescue

Construction Materials
  • Utilize heat-resistant materials/additives in
    concrete and other material to resist high temps
  • Paint/lacquer porous surfaces where possible to
    prevent absorption of HazMat and aid facility
    decontamination

Water distribution
  • To max extent possible, secure water
    distribution/entry points and limit access to
    prevent tampering
  • Consider multiple water storage points spread
    among floors of high-rise structures with
    isolation capabilities

HVAC
  • Secure and control access to HVAC system intakes
  • Utilize DDC systems to allow rapid
    shut-off/isolation of HVAC to affected areas
  • Utilize high-efficiency and multi-stage
    filtration to limit/prevent dispersal (evidence!)

Rescue/Access
  • Entry/exit points using double doors aid First
    Responder access
  • If possible, widen stairwells to ease evacuation
    and extrication
  • Interior doors - self-propping and, if possible,
    remotely actuated for isolation
  • Tradeoff of security versus multiple alternate
    ingress/egress points

Rescue/Access
  • Consider installation of rescue anchor points on
    higher structures for high-angle rescue
    operations
  • Facility maps/diagrams accurate, up-to-date,
    available

Other considerations
  • Mailroom/receiving isolation, security
  • Stop the threat before it gets in the building
  • Training on suspicious packages/HazMat
  • HazMat storage secure, certified containers
