EIC Recommendation

• We strongly recommend that RD resources be
• allocated for expeditious development of a high
• luminosity electron ion collider and detectors.
  Such a
• facility is required to address compelling
  physics
• questions essential for understanding the
  fundamental
• structure of matter
• Explore the new QCD frontier strong color fields
  in nuclei
• Precise imaging of the sea-quarks and gluons to
  determine the spin, flavor and spatial structure
  of the nucleon.

• Gluons dominate the structure of the visible
  matter in the universe when
• viewed at high energies. They account for 98 of
  the mass and half of
• the momentum of nuclei and are expected to be a
  major contributor to
• the nucleons spin structure. Recent theoretical
  and technical
• breakthroughs make the exploration of strong
  color fields in
• nuclei and precision imaging of the sea quarks
  and gluons in the nucleon
• with a high luminosity electron-ion collider
  (EIC) timely and compelling.
• The nations two QCD laboratories have each
  identified such a machine
• with a luminosity of order 1033 cm-2s-1 with
  polarized proton and nuclear
• beams at center-of-mass energies in the range 30
  to 100 GeV as the
• essential future capability for frontier
  research. EIC will inform our
• fundamental understanding of hadrons provide
  definitive data essential
• for a definitive understanding of relativistic
  heavy ion collisions provide
• experimental benchmarks for lattice QCD
  calculations search for new,
• predicted gluon condensates and push back the
  technology frontier in the
• areas of accelerators and detectors.
