Drylands Development Centre www.undp.org/dryland
s
Mainstreaming drylands is a systematic process
and culture to integrate drylands issues in
policies, laws and regulations, institutions,
technologies, standards, planning and budgeting
frameworks and programming and ensuring that they
continue to be part of the agenda in
implementation, monitoring, evaluation and
learning.
3Why mainstream drylands issues?
Drylands Development Centre www.undp.org/dryland
s
- More than 2 billion people live in the drylands
globally. Over 325 million in Africa. - More than 800 million people depend on drylands
resources for their livelihoods. They are the
poorest and most marginalized. They cannot be
left out. - Huge economic potential in the drylands.
Contribution to effective economic growth and
social security and ensuring human rights. - Achieve sustainable development and MDGs
- -

- Government and institutional commitment and
ownership of mainstreaming - Commitment to good governance to promote
accountability and transparency - Provision of human resources and allocation of

s
- Use appropriate tools for
- Identification of options
- Planning
- Appraisal
- Implementation
- Monitoring
- Evaluation
8Lessons learnt from 21 countries inAfrica, Asia
and Latin America
Drylands Development Centre www.undp.org/dryland
s
- Emphasis on mainstreaming placed at the planning
stage No strong evidence showing linkages with
budgetary processes and implementation - In mainstreaming into MDGs three main
challenges adequate planning framework costing
methodology and integration into Medium Term
Expenditure Frameworks (MTEF) - Need for champions to engage political will and
push the process forward - Need for effective coordination at national
level (not necessarily through the ministry of
environment) - Beware that implementation is not only actions on
the ground but also policies, institutional
reforms, institutional strengthening - Private sector should not be left out
- Ministries of Finance and Planning play a very
essential role - Mainstreaming a process at national but also at
local/district level
9Supporting Countries Effort
- UNDP Drylands Development Center through the
Integrated Drylands Development Programme (IDDP).
- UNEP/UNDP Poverty Environment Facility through
the Poverty Environment Initiative - GM/UNCCD through its mainstreaming pillar of its
strategic plan - The TerrAfrica Initiative under NEPAD/AU with
support from various partners (WB, GM, UNEP,
UNDP,IFAD, FAO,GEF, bilaterals, NGOs etc.) - Others
