3Definition of RIS Pilot Actions
- They can be defined as short-term actions which
aim is to implement certain parts of defined
Regional Innovation Strategy - They are an integral part of the RIS action
plan - They can reach good impacts with relative small
budgets.
4Definition of RIS Pilot Actions
- RIS Pilot Actions can be used
- As flagship projects demonstrating the
effectiveness of RIS project as a tool to
illustrate the main priorities and actions set in
the strategy - As test-bed for larger projects/programmes in
form of guides, preparatory or feasibility
studies - As a basis for regional mainstream programmes
(e.g. SF programmes) if proved to be successful.
5Selection of Pilot Actions
- Pilot actions shall be selected on the basis of
the priorities set by the strategy - The selection shall be a result of a discussion
with the relevant regional stakeholders which
secures - Broad acceptance of the pilot actions in the
region - Commitment of resources and engagement of
regional intermediaries that will be responsible
for the implementation of the single pilot
actions.
6Implementation of Pilot Actions
- They could be implemented within the duration of
the respective RIS project in order to serve the
validation purposes or alternatively - They could start to be implemented within the RIS
project and then last beyond the RIS project
duration - It is advisable to select those actions as pilots
which cover the most of the priorities identified
by the strategy.
7Pilot Actions Implementation Golden Rules
- Each pilot action requires clear responsibilities
and a leader - Pilot action leadership shall be assigned to a
person with ability to motivate other partners - Single actors involved in pilot actions
implementation should focus on their core
competencies - Companies shall be involved from the beginning in
order to secure the success of pilot actions
