What do we like about the Review?
  • The Review itself
  • outside input, structure of the new programme
  • Pan European Programme ??
  • Management System Framework ???
  • Deming cycle /link to other MS
  • Could increase SME participation and reduce
    differences in performance
  • Keep good things in existing programs
  • Need mutual recognition of National systems
  • Mandatory Self Assessment ?
  • Move towards third party assessment ?
  • Must external assessment be third party
    assessment?

What do we like about the Review?
  • Improving Performance
  • Goals - at company level ? not sure about
    National European.
  • Award Scheme ? - need more details.
  • Vision and Performance reporting not mentioned.
  • Improving Communications ?
  • But how are we going to do it? What are we going
    to say?
  • Talk about what we will do rather than what we
    have done?
  • Dialogue v. telling
  • Stakeholder Engagement ?
  • Welcomed at local level, not sure about National/
    European.

  • Main factor of credibility
  • But what does it really mean? Where are the
    details?
  • Flagship needs to integrate and communicate, not
    submarine
  • Depends on sharing between users and
    manufacturers
  • Increasing Membership ? ? ?
  • But how? What is the business case?
  • Increasing Business Value ? ?
  • But how to demonstrate it?
  • In advance to justify resources!

What needs clarification? Almost everything!
  • Verification - company or site?
  • Co-existence of RC with other Management Systems.
    Are they alternatives for new companies?
  • What does Framework really mean? What are the
    minimum requirements to start?
  • What about sustainability, social
    responsibility, workforce involvement and
    security?
  • Need some objectives/requirements/targets so we
    can develop implementation plan.
  • Clarification of indicators and their definitions
  • How to implement RC. How to eliminate accidents.

Difficulties
  • Justifying workload without clear business case
    and/or evidence of influence on authorities.??
  • How to get SME participation. ?
  • RC will overwhelm many SMEs.
  • Third-party verification will be onerous.
  • How to get company top management commitment?
  • Will the CEO Taskforce deliver it?
  • We cannot succeed without it!
  • Resourcing and Prioritising.

Suggestions
  • Arrange (a) workshop(s) to explain the details.
  • Stay flexible - expectations have changed in last
    10 years and will change again in next 10.
  • CEFIC database of accident reports.
  • Extension of RC to other industries.
  • Show community the balance of RC, not just focus
    on negative points. Be proactive.
  • Provide tables and copies of the presentations.
