Title: CAPACITY CHALLENGES THAT CHARACTERIZE SIDS System, Institutional

1
CAPACITY CHALLENGES THAT CHARACTERIZE
SIDS-System, Institutional Individual Levels
GEF Capacity Development Initiative
  • Financial constraints - the single most limiting
factor in environmental management in SIDS
  • Inappropriate scale and scope of initiatives and
    policy frameworks
  • Scarcity of technical expertise
  • Poor infrastructure

2
CLIMATE CHANGE SEA LEVEL RISE ISSUES
PRIORITIES
GEF Capacity Development Initiative
  • SPECIFIC ISSUES OF IMPORTANCE TO SIDS
  • The following specific issues are of particular
    importance to SIDS
  • Natural disasters
  • Protection of the Atmosphere
  • Energy resources

3
CLIMATE CHANGE SEA LEVEL RISE ISSUES
PRIORITIES
GEF Capacity Development Initiative
  • ADAPTATION TO CLIMATE CHANGE
  • Several significant challenges have been
identified for CC adaptation policy and its
implementation in relation to anticipated and
    emerging CC impacts, including
  • Loss of revenue across productive sectors
  • Loss of agricultural production
  • Shifting of fishing fish grounds and impact on
    total stocks
  • Bleaching and death of coral reefs
  • Damage to infrastructure and accelerated coastal
    erosion
  • Availability and quality of freshwater resources
    for local communities and tourism
  • Need for economic diversification to improve
    resilience
  • Social and cultural disruption, including
displacement of populations and adverse effects
on traditional systems and human health.

4
CLIMATE CHANGE SEA LEVEL RISE ISSUES

  • SIDS PRIORITIES TO FACILITATE MEANINGFUL
MITIGATION, AND ADAPTATION TO CC AND SLR
  • Understanding of Climate Related Observations
    and Measurements
  • Awareness of CC and SLR impacts
  • Vulnerability Assessment and Adaptation
    Strategies
