3Introduction
- In the period January to June 2007 the CAI-Asia
Secretariat focused on - Formal establishment of the CAI-Asia Partnership
and the CAI-Asia Center - Formulation of project proposals
- M3 for submission to Norway
- KM-ICT for submission to ADB
- APPH for submission to ADB
- MACAO for submission to EU
- 2nd Governmental Meeting for submission to
GAPF-UNEP - Climate Change, Regional Air Pollution, and
Impacts for submission to Murdoch University - CITSAM for submission to Norway and Italy
- TMRP for submission to Philippine Road Board
- Implementation of the SUMA Project
4Project Description
- Project Timeframe
12 December 2006 30 June 2009 - Impact Stabilization of air pollution levels in
major Asian cities and for some cities to achieve
improvements in ambient AQ levels - Not necessarily achieved within the 2007 2009
timeframe and within the SUMA program - Outcome Desired outcome of the SUMA program is
to accelerate the development of capacity for
urban AQM and SUT in Asia through better
integration of AQM and SUT in the strategies,
policies, programs, and projects of developing
countries in Asia and development agencies, like
the ADB
5Are we achieving the outcome?
- Increasing attention on urban transportation as
shown in various news articles - ADB and World Bank are talking more about
investment opportunities for urban transport - Several countries are intensifying their efforts
and activities on urban transportation like PRC,
India, Indonesia, Pakistan and Philippines - Current SUT policy developments in Asian
countries, particularly China and India, offers a
good opportunity for CAI-Asia and the SUMA
partners in providing technical assistance to
these countries and cities who want to implement
more SUT projects
6Poverty and Social Focus
- SUMA recognizes that SUT has a direct positive
relationship with poverty reduction and social
inclusion - SUMA will develop social impact assessment
guidelines for urban transport projects - Other poverty focused activities by CAI-Asia
Center - Philippines Proposal for tricycle management and
retrofitting in the Philippines - Viet Nam Air Pollution, Poverty, and Health
project in Ho Chi Minh City

- SUT and AQ Policies have been integrated in the
regional policy discussions initiated or
coordinated by UNEP, UN-ESCAP, UNCRD, ASEAN and
AWGESC, SAARC and other groups. - Minimum of three national level and 6 city level
policy initiatives where the TA has promoted the
integration of SUT and Air quality policies in an
integrated policy framework

- Agreement reached with UNEP on hosting the 2nd
Governmental Meeting on AQM and supporting
CAI-Asia to develop the long-term vision on urban
air quality in the context of the GAPF - Ongoing discussion with UNCRD in broadening the
current UNCRD EST Forum to South Asia and
elevating it to a ministerial level - Sub-group on urban air pollution, to be
facilitated by CAI-Asia in the Thematic Working
Group on Air Quality as part of the WHO and UNEP

- National
- Agreement reached with the Viet Nam on CAI-Asias
support for the formulation of a Clean Air Act,
which would include SUT and climate change
considerations - Project design on the formulation of a
comprehensive policy and national action plan for
SUT in the Philippines has been developed by
UNCRD in consultation with CAI-Asia - CAI-Asia and PCA have been working as part of the
technical secretariat for IA-TWG of the Pre-FS
for a BRT in greater Metro Manila Area of DOTC,
supported by US AID ECAP

- Regional coordination mechanisms for AQM and SUT
enhanced - 10 CAI-Asia local networks institutionalized with
substantial SUT component - SUSTRAN s role as virtual thematic network on
sustainable urban transport in Asia has been
strengthened - BRT network for Asia has been developed and
formalized and is functioning

- Initial discussions with UNCRD, UNESCAP, World
Bank, and ADB conducted to catalyze the
establishment of a Regional Initiative on SUT - CAI-Asia is coordinating with the VREF on their
plans to establish a regional centre of
excellence for BRT in Asia, which would be a
direct support for SUMA - CAI-Asia has been nominated to act as a focal
point of the TRB International Committee for
activities in Asia

- Agreement reached with SUT initiatives and
programs in China to develop a platform where SUT
issues can be discussed - CAI-Asia local networks are increasingly raising
their profile as the key organizations on AQM in
their countries and in some cases, have achieved
financial sustainability as in the case of the
Philippines - Initial discussions with the World Bank and
NAMHEM for the establishment of a local network
in Mongolia - Discussions with CPCB and other relevant
institutions in India on the establishment of a
local network in India

- Minimum of 10 small scale interventions in
support of AQM and SUT approved and successfully
implemented - 10 concept papers to identify new SUT related
programs have been formulated - Minimum of 6 full fledged pre-feasibility studies
on SUT investment projects successfully completed
and submitted for funding - Specialized inputs made to minimum of 10 ongoing
sustainable transport projects
- Feasibility Study of the BRT in Ahmedabad
designed by ITDP with inputs from CAI-Asia - Project design for the Cycling Inclusive Planning
pilot cases in Pune and Nanded in India finalized
by I-CE with inputs from CAI-Asia - Supported the DOTC and UP-NCTS in pushing for the
implementation of the UNDP GEF project on EST in
the Philippines

- Proposal on tricycle management and retrofitting
for the Philippines is being developed with
Envirofit and PCA and discussed with DOTC for
possible support using the Road Funds - Proposal for a regional project that will
mainstream the co-benefits approach of climate
change mitigation, air quality management, and
energy management in Asia was developed and
discussed with the Norwegian Embassy in Bangkok

- CAI-Asia Secretariat strengthened to coordinate
implementation of TA - Program Coordination Forum meetings conducted on
6 monthly basis - Regular meetings with relevant Communities of

after year 1 and in year 3 carried out - Reporting to external donors carried out in a
timely manner
- ADB-CAI-Asia Joint Coordination Committee to
