5What is TRI-MEweb?
- EPAs on-line TRI electronic reporting system
- No more software to download
- Can be accessed anywhere there is an internet
connection - Enhanced Security
- File format is extensible mark-up language (XML)
instead of flat file
6Important Notice about RY08 TRI
- As part of the 2009 Federal Omnibus Bill,
Congress mandated a removal of the TRI Burden
Reduction Rule - For non-PBT chemicals, the rule reinstates the
500-pound annual reporting amount (the total of
releases and other waste management) and
1,000,000 pounds manufactured, processed or
otherwise used Form A eligibility threshold in
effect prior to December 22, 2006. - PBTs may not file using Form A
7Why TRI-MEweb?
- Enhances internet reporting from facilities
- No need to email CDs
- No need to test operating system/software
compatibility with the web-based system - Application updates/changes can be made
instantly - Will lead to earlier data releases due to
increases in internet reporting raw data in
August-September/09
8RY 2007 TRI-MEweb Full Release
- Approximately 7,238 (32) facilities located in
all states used the TRI-MEweb application to

- There were some issues.
9TRIMEweb Issues
- Users had trouble finding the ESA
- Users had trouble knowing when their ESA was
approved - Submissions sometimes did not appear to the
certifier
10TRIME Solutions
- Moved the ESA process out earlier in the
registration - Implemented an email to inform users when ESAs
are approved - Currently undergoing an upgrade of the hardware
(Weblogic-32 bit to JBOSS-64 bit) in CDX to allow
for better processing to make sure submissions
dont go into purgatory it can hand bigger
loads

- Available to all TRI reporters, including first
time filers - TRIFIDs and access keys generated on the fly
- Release Date of April 22
- Facilities will be e-mailed/mailed access keys as

- Beginning RY2008, Dioxin reporters are required
to file a Schedule 1 Report in addition to a Form

teqpfinalrule.html - TRI-MEweb allows users to report Dioxin Form R
and Schedule 1 - IMPORTANT TRI-ME does not allow the filing of
Dioxin this year due to the new requirements for
reporting and the imminent retirement of the
application

- EPA has established a third party load workgroup
- We will beta test TPL in production this year
- It will be available to all facilities next
reporting year - UTIL for TRI-MEweb?

- TRI-ME CD will not be produced next year

- Develop an outbound TRI data flow from EPA to the
States of current submission data. - Create a process such that TRI facilities can

28Issues raised about SDX
- Issue States can not certify that all TRI
submissions have been received by State Node - Leads to requests to have data re-pushed to state
node during state reconciliation of data. - Potential Solution
- Provide a web-based application where states can
extract from the CDX node (central data exchange)
their missing TRI chemical report submissions.
29Issues raised about SDX
- Main drivers for States to join SDX
- State has a fee-based system
- eliminate paper and disk submissions to States
- We project that 50 of all States will join SDX
by 2010. - Issue How do we get the rest on board?
- Solution Develop a generic application that all
States can use to download their TRI data from
their node? - Low tech support needed and low cost option but
with limited features.
30Future Direction
- Is the CDX the most efficient tool for States to
obtain TRI data? - Data Exchanges are often an intensive IT and
costly State venture. - Will a web-based option comply with EPCRA section
313 reporting requirements?
