Change in the Tertiary Sector
  • Centralised planning funding for Australian
    universities is back on the agenda.
  • A new Tertiary Education Commission (TEC) has
    been established in New Zealand commencing in
    January 2003.

Existing Relationship
  • The relationship between the AAPPA Region and
    APPA has always been strong.
  • It is with this strong background in mind that we
    now seek to take stock of the relationship and
    consider how best to move into and cater for the
    future.

Existing Relationship
  • Some of our membership question the value being
    added through continued membership of APPA.
  • This may be the result of our success in
    developing stand-alone structures in relation to
    administrative services, information services
    and, education programmes.

Existing Relationship
  • Being a region of a larger Association limits our
    future development.
  • For example our ability to enter into credible
    strategic alliances with other Associations in
    our own right is being decreased, both locally
    and internationally.

Existing Relationship
  • There is a general feeling that our organization
    has matured to a point where there seemed to be
    little benefit, and in fact some disadvantages
    for our members, if we remained a region of APPA.

New Relationship
  • AAPPA conducted a straw poll by telephone and
    email with 87 of our Institutional Members and
    found
  • 73 - strongly supported
  • 16 said no
  • 11 -were undecided .

New Relationship
  • At AAPPAs board meeting in November 2002 the
    board unanimously voted to proceed with an action
    outlined in the following motion

That AAPPA move towards being an independent
organisation and establish a strategic alliance
with APPA

What This Means
  • In these changing times AAPPA needs to move
    forward as an independent organisation so as to
    increase our ability to operate strategically
    with local and international organisations in the
    sector

Other Initiatives
  • APPA is reviewing its strategy with regard to
    internationalisation through the Globalisation
    Task Force (GTF).
  • The GTF has suggested one option, a global
    partner that is similar to a strategic alliance.
  • This is structured in a way that would provide
    AAPPA with a more mature relationship with APPA.

What this Means
  • This objective is important and a water shed
    for AAPPA.
  • AAPPA will continue to have a positive
    relationship with APPA.
  • AAPPA will operate as an independent entity in
    the FM sector and
  • Institutional members can remain a member of APPA

Next Steps
  • The Board, at its March 16 board meeting agreed
    it will ask the membership to vote on the motion
    below over the next few weeks
  • that the constitution be amended
  • The new name be Tertiary Education Facilities
    Management Association.
