Current state - CME
  • The Client Management Engine (CME) is an
    in-house developed system created in 1996 to
    provide demographic, financial, clinical, service
    provision and care provider processes and data
    predominantly for the out of hospital sector.
  • The functionality of the system has largely been
    driven by the needs and requirements of its
    various users and forms a key business support
    tool for many organisations across the out of
    hospital sector.

CME scope
  • The scope of the CME install base encompasses 17
    SA Health CME installations currently supported
    by ICT Services.
  • A listing of the disciplines and organisations
    in scope of the replacement are outlined in the
    following table.

Short term strategy
  • A recent review of CME product support proposed
    the following recommendations
  • Establish an Out of Hospital Reference Group
  • Mandate one common system for the Out of Hospital
    sector
  • Consolidate the current 17 CME instances towards
    a single system

  • Mitigate current technology risks by
  • Port the back-end to a supported version of SQL
    server - completed
  • Migrate the current Visual FoxPro front-end to a
    supported technology on the basis of like for
    like functionality. Leverage the investment and
    learning's that were derived from a design and
    prototyping exercise undertaken in 2006
  • Replicate the production database to provide a
    robust reporting environment that does not impact
    the production environment in UAT

Go forward strategy . . .
  • In 2007, the Department of Health commenced a
    process to develop a user requirement
    specification and business case for an Out of
    Hospital support system that would encompass the
    functionality of CME and other systems.
  • The business case identified the need for a
    single enterprise wide client management system
    as an essential prerequisite for Health to
    deliver the SA Government's commitments in the
    Health Care Plan.

  • ICT Steering Committee is considering the
    recommended options that are consistent with the
    new model of care proposed in the SA Health Plan
    for the Out of Hospital solution to be fulfilled
    as a component of the proposed Patient
    Administration System (PAS) replacement
    project.
