- Performance
- 237 units had been delivered across Norfolk as a
30 September 2006 - It is not unusual for affordable housing schemes
to complete in the latter quarters of a financial
year. This is due to how such schemes are funded
through bidding rounds which result in
confirmation of funding availability at the start
of a financial year with a requirement for
funding to be spent within a set financial year. - Targets as a 30 September 2006 for the 7
authorities would indicate that the delivery of
895 units is planned across Norfolk and assuming
that the targets are not revised downwards the
target of 735 units should be exceeded.
6LAA Targets - Housing
- North Norfolks contribution
- North Norfolk has a target to deliver 90 units of
affordable housing per annum over the 3 year
period. - 55 new affordable homes have been delivered to 31
December 2006 and a further 53 are due to be
delivered by 31 March 2007 which will result in
108 new affordable homes in North Norfolk
- This target is linked to the housing target in
the North Norfolk Community Partnership Action

housing group / partnership - Scoping exercise for a self build scheme

- Investigation into a North Norfolk multi-agency
housing group / partnership - The Council has been identified as the lead
agency to take this action forward. The Council
has had an aspiration for a couple of years to
have a Housing Forum which is similar in nature
and therefore it seems sensible to take this
action forward whilst ensuring that it meets the
aspirations of both. -
- It has been suggested that the members of the
Operational Advisory Group of the Partnership
could provide a core membership for the group
with other agencies being invited to join for
example North Norfolk Housing Trust and
representatives of other key players in the
housing market. - It is proposed that a co-ordinator and Chair will
be elected to represent the group at OAG and
Board meetings.

- Statutory duty to produce a Housing Strategy and
Homelessness Strategy for the district - To review and update current strategies in coming
months - Also to produce a Private Sector Housing Renewal
Strategy. - Requirement to work with key stakeholders in
production and implementation of the strategies
to reflect the contribution of all key players
and not just focus on the work of the Council. - Timely to form a multi-agency housing group to
assist in this work. - To identify a wider group of stakeholders as a
reference group with which it can consult on the
development of strategies.

- The role of the multi-agency group would include
- identify the priorities for housing across all
sectors for the district - develop the housing related strategies for the
district - monitor the implementation of the housing related
strategies - monitor performance against housing related
targets including the LAA, NNCP and NNDC - harness the resource of all agencies to improve
housing conditions for the residents of the
district - promote the work of all agencies who seek to
improve housing conditions

- We have already covered this target and how it
links to the LAA and Councils own target for the
delivery of affordable housing. - The Council has submitted bids to the North
Norfolk Community Partnership for funding to
deliver new affordable housing from the revenue
raised from the reduction in discount on Council
Tax for second homes. The following schemes have
