- In 2003, the Rockwall County Commissioners Court
decided to strengthen the Countys position with
TXDOT and RTC by inviting all the cities to work
together with the county.
Achievements

interchanges on IH30 at FM 205, FM 549, FM 551,

- Why 100,000,000?
- The 4 roadways targeted are major
North/South and East/West roadways that link our
County and greatly impact traffic flow. - TXDOT and RTC (Regional Transportation
Council) have stated that local involvement must
be shown in order to keep our projects on their
agendas. - We vie for transportation dollars with other
counties in the region, all of whom contribute
local transportation dollars to critical
on-system projects. - The 100 million will be leveraged into
approximately 310.3 million in roadway
improvements within our county.

County total 521,300,000.

As money becomes available, TXDOT NCTCOG, will
choose and prioritize projects that have existing
local funding dollars committed to them. The
local funding provided by the bond will
substantially expedite our roadway improvements.

- To date, we have leveraged 8.5 million in County
funds on 2 projects, receiving an additional 40
million in state and federal funds for the two
bond program projects. - We continue to work on the implementation of the
remaining projects in the 2004 Rockwall County
bond program and will aim for similar outcomes.

19What will it cost the average property owner?
The cost to the taxpayer, based on a
conservatively projected 6 growth rate (lowered
to 2 after 10 years) could be 3 cents per 100
valuation over 10 years, after all the debt is
issued. NOTE this is the worst-case
scenario! The growth rate has been averaging
12.25 over the last 4 years, so it is likely
that the impact will be offset by growth. The
debt projections are based on two year
installment periods. If that timeline is pushed
back due to slower construction processes, the
impact would be less.
