Title: A Time for Test and Training Interdependency
1A Time for Test and Training Interdependency?
FRANK C. DIGIOVANNI, Deputy Director, Military
Training and Ranges Office, Deputy Under
Secretary of Defense, Readiness Comm (703)

2Test and Training Communities Partnerships
- Test and Training Enabling Architecture (TENA)
- Use of test resources to support Service and JNTC
training events - F18 Mine scoring at Patuxent River
- ASW Training at AUTEC
- Engineering support
- Software Support Activities at China Lake
Patuxent River - Test developed weapon simulations used in
training - Sustainable ranges

4Potential Areas for Partnership
- Explore embedded test and training
functionality for new and evolving systems such
as the F-22, JSF and JPATS - Provide connectivity between virtual and live
worlds - Built in ability to collect test and training
data throughout life of system
- Testers and Trainers need to dialogue earlier
- Test and Evaluation systems could have life
after test as a training tool - Potential to simultaneously field combat
capability along with the ability to effectively
train with it
- Training community has no ability to train with
advanced (double digit) ground threats - Common requirements across test and Services
- Test community investment out in front of
training communities
5SUMMARY
- Environmental and public relation issues demand
long range, cohesive, planning for all communities
- Air Force actively looking for opportunities to
form partnerships between TE and trainers - New programs, roles, and evolving missions
provide fertile ground for partnership and
synergism - Duplicative assets among the test and training
communities should be eliminated where possible
- Air Force supports the common use, development
and interoperability of training and test assets
where practical

7Question
- Is it time to take
- a different approach
- to Test and Training Synergism?
8YESA Proposed Concept!
- Institute interdependent Test and Training
approach - Definition (economic)--People and/or businesses
depending on or helping each other -
- Interdependence is a dynamic of being
mutually responsible to and sharing a common set
of principles with others. This concept differs
distinctly from dependence" in that an
interdependent relationship implies that all
participants are emotionally, economically,
and/or morally independent. Interdependence
recognizes the goodness that can be achieved by
being independent while at the same time being
part of a greater community or society. . .and
weaves the two concepts together -
9Benefits of Approach
- Create interdependent investment strategies that
reduce unnecessary duplication get us more
bang for our buck. . .QUICKER - GIG Community of interest
- Multi-Level Security
- Operating software and communication architecture
- Platform Interfaces
- Economy of Scale savings
- Reduced duplication of effort unit costs
- Common supportability logistics
- Unified voice to Policy Acquisition communities
for common issues - Improve responsiveness of major programs such as
JTRS - Greater push for embedded Test and Training
capabilitiesoriented toward acquisition lead
proponents -
10What Can You Do??
- Develop Strategic Plans and Investment Roadmaps
that leverage the concept of interdependency - CRIIS presents an excellent opportunity for a
proof of concept - Break down test and training stovepipes
- Dialogue develop a mutual understanding of each
others needs. . .look for opportunities to
leverage technologies developed independently but
utilized in an interdependent way
11What Can You Do??
- Standards. . .Standards. . .Standards
- Examine emerging work on semantic ontologies,
Range Instrumentation Waveform, DARPAs Quint
Networking Technology (QNT) and Integrated
Network Enhanced Telemetry (iNET) - Take calculated programmatic risk
- Eschew the not-invented here syndrome
- Test and field capabilities that optimize both
technical and human performance aspects in a
synergistic way
