Why Important? The Complexity Argument
In the police organisation of the 21st century,
effectiveness will depend more on the
intellectual capabilities of the employee than on
any other factor. Intellectual capability in this
sense refers to the capacity of organisational
employees to acquire and apply theoretical and
analytical knowledge in their work . (Walsh,
1998. p. 21).

Why Important ? The Independent Professional
Argument
Police officers are part of a disciplined
service, but this cannot control their everyday
actions and judgements on the street. There,
officers are independent judges of the situations
they confront. There is a real sense in which
each officer is a policy maker of policing. This
means we have to educate officers to be capable
of analysing situations, recognising their
salient features and being confident and
competent in the exercise of independent decision
making (Norris and Kushner,(1999) p. 418)
