  • 173.6 million for 21 000 new places for
    Disability Open Employment Services (DOES) over 3
    years
  • up to 4,000 additional places for existing
    stream DOES capped to be allocated to existing
    DOES providers on extension of funding agreements
    to 30 June 2009
  • More than 16,000 additional places for new
    stream DOES uncapped

New stream DOES uncapped
  • To assist job seekers with participation
    requirements and low level transitional support
    needs to gain and maintain sustainable employment
  • Access to places will be demand driven
  • These new places, as with the capped places, will
    also be subject to an outcomes and performance
    based funding model, adapted from the fee
    structure used in the capped stream.

  • New uncapped places for job seekers with a
    disability who have an
  • assessed work capacity of 15 hours to 29 hours a
    week as determined by comprehensive work capacity
    assessment and
  • ability to work independently at full award wages
    in the open labour market
  • within two years with employment assistance

  • Interaction between capped and uncapped places
  • Job seekers on DSP up to 10 May 2005 remain
    eligible for capped place
  • Job seekers granted DSP between 11 May 2005 and
    30 June 2006 may become eligible for uncapped
    place
  • Transitional arrangements

  • Comprehensive Work Capacity Assessment
  • Job seekers will be referred to a DOES provider
    through a CWCA provider
  • The referral to a CWCA provider for an assessment
    is made by either a DOES provider or Centrelink
  • Job seekers must have a current CWCA to be
    eligible for DOES uncapped places
  • Centrelink will still determine the income
    support payment of the job seeker according to
    the result of the CWCA

Activity Agreements
  • Job seekers in the DOES uncapped places will be
    required to enter into Activity Agreements
  • First element specifies job seekers obligations
    for access to income support
  • Second element sets out assistance or
    intervention plan agreed between the provider and
    the job seeker
  • Reporting to Centrelink

    Milestone fees
  • Intermediate employment milestone fees based on
    the achievement of 10 hours work per week
  • 4 week intermediate employment milestone fee
    paid after employment of at least 4 weeks and 40
    hours
  • 13 week intermediate employment milestone fee
    paid after employment of at least 13 weeks and
    130 hours
  • Minimum of 10 hours must be worked in each week
    to count towards the employment milestone fee

    to count towards the employment milestone fee

  • Two rates of employment outcome fee full and
    intermediate
  • Intermediate employment outcome fee paid after
    employment of at least 26 weeks and 260 hours
  • Full employment outcome fee paid after employment
    of 390 hours within 26 weeks
  • Minimum of 10 hours must be worked in each week
    to count towards the employment outcome fee

    fee
  • Payable when an additional 13 weeks of work is
    achieved after the original 26 week employment
    outcome fee and the job seeker is working
  • 30 hours or more per week for at least an
    additional 13 weeks or
  • more than 15 hours per week and earning a wage
    that results in a total reduction of income
    support payments.

  • Can nominate an essential ESA
  • Mandatory to complete QA section and all three
    selection criteria

  • Actual number of referrals is not guaranteed by
    DEWR
  • Preference may be given to providers servicing
