S.A, or was this always the situation that
existed prior to 1994? - Training of the warders prior 1994 - military

5EXPERIENCES AS HEAD OF ADMISSION CENTRE,
POLLSMOOR PRISON -1997 (7 YEARS)
- What I found when I took over the Admission
Centre - In 1997, I was appointed as the first black head
of Admission Centre. - Centre was used for black inmates only during the
Apartheid era. - Communal cells 25 50 build for 20 inmates

- Prison was chaotic.
- The management structure and system had
collapsed. - Staff was demoralized at that time.
- Violence was widespread.
- Needed to take drastic action.
7WHAT WAS MY VISION FOR THE ADMISSION CENTER
- What I did not want
- Violence in the prison
- Poor relationships between staff and inmates,
amongst inmates and amongst different staff
members
8WHAT KIND OF PRISON I ENVISIONED
- I wanted a prison in which inmates and staff
could feel safe - A prison in which inmates could develop a sense
of hope for the future, rather than a feeling of
hopelessness.

- Restructuring of Management system
- Creating safe environment for staff and inmates
- Start of Pilot Project 1998
- Formation of Family Initiative 1999
- Results and impact of the implemented changes
made in prison
10PILOT PROJECT
- Developed a VISION of Change is possible and it
start with me - The Cage of Dreams Pilot Project became a
national international televised
documentary.(BBC) - Through documentary numerous, international
awards were received - I was invited attended an International
Conference on Corrections(2000) in Australia

12TRANSFER TO GOODWOOD PRISON
- Transferred to Goodwood November 2003
- Goodwood one of the most modern prisons in South
Africa - Infrastructure holds big potential enhance the
vision of DCS to become the best in the world

- Our Vision and commitment is to transform
Goodwood into a Centre of Excellence - Achievement not in isolation through the
principles of best practice
14HISTORY OF GOODWOOD CORRECTIONAL CENTRE
- 1996 due to overcrowding of Pollsmoor prison
Goodwood was built to alleviate the overcrowding
of already overpoulated prisons in W.C - Prison officially opened 17 Oct 1997 and ever
since NO ESCAPES took place from within its
walls.
15LOCATION OF THE CENTRE
- The Centre located in the Northern suburbs of
Cape Town
16STRUCTURE POPULATION
- Opening of prison accommodation was 1692
- There were only 18 beds in communal cells
- Due to influx of the recidivism rate total
accommodation had to be altered extra two beds
fitted in communal cells

- Total amount of prison population amounts to 2252
(26/07/2004) - Sentenced - 1203
- Unsentence- 1049
- Currently 130
- 20 Overcrowded

21IMPACT OF PROGRAMMES
- Laid a solid foundation for the successful
rehabilitation, reconciliation and the
re-integration - Reflected in the positive attitude of offenders
- Management came to the realisation that the full
24 hour of the offenders day must be structured - Dining rooms and Sleeping rooms to be turned into
training facilities -
22RESTORATIVE JUSTICE
- 263 offenders gone through a 3 week Restorative
Justice Course - Reflected in the positive attitude of offenders
- Management came to the realisation that the full

23RESTORATIVE JUSTICE CONT
- 3 Long term Groups
- 15 Offenders busy since Feb 2003
- 30 Offenders started May 2004 - May 2005
- 30 Offenders started in July 2004 October 2005

24PROJECT RESTORATION
- With stakeholders identified a 3 month trainer
trainee course. - Within this project 40 offenders will be trained
as multi skilled facilitators. 20 local
residents 20 from other Management Areas - The project will enable trained facilitators to
train their fellow inmates

- Our President Thabo Mbeki quated the following in
a speech delivered on the ANC 90th Anniversary - I quote Building on what we have already
achieved, we must work to activate the masses of
people more directly to participate in our system
of governance. We must translate into realitry
our vision of people driven processes of change
as well as the fundamental principle that the
people are their own liberators.

- The following fundamentals should be the primary
basis for transformation - Our first challenge is not to train the
Correctional Officials, but go beyond and
liberate the Correctional Official - Every action within the Centre of Excellence
should be done, based on the principles and the
values as set out in our Human Rights

- Best practice should be implemented in decision
making on all levels of the Organisational
Structure - Correctional Officials are not results
orientated - No emotional intelligence in application of work
responsibilities

National Commissioner Linda Mti for their
visionary and progressive approach with the
creation of an excellent, brilliant White Paper
and new Correctional Service Act (Act 111 of
1998) which have the potential to put the DCS on
the road of success and also become a huge asset
to contribute towards a better life for all.
