3Birmingham the vision
A city that can guarantee a high quality of life
for its citizens because it has a successful and
sustainable role in the world economy, creating
wealth and prosperity, and because it provides
good quality public services. It is a truly
inter-cultural city, creating the conditions for
all its diverse communities to realise their
potential and participate in the life of the
city. It is a city where a dynamic city centre is
mirrored by a multitude of lively local
neighbourhoods bustling with a rich variety of
communities and activities. The culture is one
of creativity and learning - doing what works,
challenging complacency and encouraging
innovation.
4 a city of flourishing neighbourhoods
Neighbourhoods where people feel safe, live in
harmony with each other, where there is economic
prosperity and thriving community and voluntary
activities in places of worship, clubs and
meeting places, for example. Flourishing
neighbourhoods which have well managed services
which link together and meet peoples needs a
place where people feel proud to live, feel they
matter and have a say in its future.

11The Teacher
I have come to a frightening conclusion. I am the
decisive element in the classroom. It is my
personal approach that creates the climate. It
is my daily mood that makes the weather. As a
teacher I possess tremendous power to make a
child's life miserable or joyous. I can be a tool
of torture or an instrument of inspiration. I
can humiliate or humour, hurt or heal. In all
situations, it is my response that decides
whether a crisiswill be escalated or
de-escalated, and a child humanised or
de-humanised. Haim Ginott Between Teacher and
Child (1972)
