2Why a STAP Module?

- To make the GEF partners aware of the importance
of Science and Technology to GEF, and of GEFs
efforts to engage the scientific and technical
community more in its operations, particularly at
the country level, and to establish a dialogue on
how this can best be done.
3The Importance of Science and Technology
- The complexity and driving forces of the
processes of global environmental change demand
interdisciplinary research and analysis - Linkages between the focal areas and between
local and global processes. - Addressing the issues in each of the GEF focal
areas requires sound scientific assessment and
analysis. - The success of GEF depends to a considerable
extent on scientific understanding of
environmental change and on the availability of
information and data.
4How does GEF ensure the scientific underpinning
of its policies and operations?
- It has established a scientific and technical
body (STAP). - Through UNEPs role of catalyzing scientific
analysis and assessments. - It supports methodological projects.
- It uses technological innovations in its
activities. - It supports targeted research projects.
- It includes monitoring and research components in
its projects. - It supports institutional and human capacity
building.

12Definition of Targeted Research Projects
- Goal-oriented research that supports the GEF
operational strategy by providing information,
knowledge and tools that improve the quality and
effectiveness of the development and
implementation of GEF projects and programmes.
13Targeted Research is not a goal in itself
- Exclusions
- Research not driven by GEF information needs
- Research within existing operational mandates of
organizations - Project or project preparation work
- Not targeted on recipient countries
- Activities which cannot be supported under the
Targeted Research window may be eligible for GEF
funding when they are a necessary part of
enabling activities or normal projects.

same principles as regular GEF projects

- Proposals must include detailed research
hypothesis and methodology. - Concepts are reviewed by the Targeted
Research Committee chaired by the STAP Chair.
