2/11) Part Two FOUR of TEN questions (see next
slide) will have been drawn by lottery as
examination items. Please number the four
appropriate boxes below in terms of the sequence
of the lottery selection (1, 2, 3, and 4). Then,
please enter the appropriate numbers (and the
first two words of each of the THREE questions)
as indicated below. 10 points eachgenerally
(but not exclusively) based on these criteria
(1) accuracy and/or reasonability of logic (2)
completeness of response (appropriate to test
constraints) and (3) general presentation of
response. In terms of presentation, please use
complete sentences (not phrases) in regular
paragraph form (that is--no lists, bullets,
diagrams, etc.). Responses to questions not
selected will not be evaluated nor included in
scoring).

?Identify an element of the brain metaphor
that, by virtue of its presence or absence,
contributed to the failure of the NASA Columbia
mission. Discuss in specifics. ?Briefly discuss
the feasibility or non-feasibility of instilling
brain-like qualities in public

machine-like organizations are becoming obsolete.
How valid is that argument with respect to public
organizations? Document your response with

market? Which (if any) of these conditions tend
to be lacking in organizational situations?
Explain. ?What particular insights can
principal-agent perspectives offer that could
improve organization performance? ?Briefly
explain natural selection (or population ecology)
as a perspective on public organization. Provide
a tangible example. ?Do principal agent
perspectives on public organization tend to
clarify or obfuscate the nature of public
accountability? Provide specific justifications
for your response. ?Clearly differentiate between
single-loop and double-loop learning as
applied to organizations. ?Explain what is meant
by organization formalization. How is it
manifested in public organizations? Can it be
differentiated from red tape? If so,
how? ?Rank-order the seven metaphorical
perspectives (see part one) in terms of the
burden placed on top management for organization
success. Identify and justify your (two) extreme
selections.
