EU accession proces

• Stabilization and Association Agreement between
  the EC and MNE was signed on 15th October 2007 in
  Luxemburg and
• Interim Agreement on Trade and Trade-related
  Issues was signed, and it is being successfully
  implemented from 1st January 2008
• National Programme for Integration, adopted on
  5th of june 2008

National Program for Integration NPI

• GoM adopted NPI on 5 June 2008, following broad
  public debate process
• NPI comprehensive strategic plan and five-year
  legislation harmonization, administrative
  capacities strengthening, including also number
  of employees, as well as financial requirements
  from the budget and from the EU support
• NPI key Governments document until 2012

NPI Objectives

• Defining strategic development objectives, as
  well as relevant policies, reforms and measures
  needed for the realization of these objectives
• Establishment of detailed plan for legislation
  harmonization and development of institutional
  capacities
• Defining human and budget resources, as well as
  envisaging foreign support needed for achievement
  of planned tasks

Results already achieved

• Decentralization within the State Administration
  almost 400 persons were involved in the NPI
  development
• Improved co-ordination of activities within state
  administration
• Improved approach to planning of legislation,
  employment and financial requirements in a short
  and medium term
• State administration is better prepared for the
  EC Questionnaire
• Increased awareness that European integrations
  are not only business of SEI, but of all state
  administration institutions

• Law on Ratification of Framework Agreement
  between the Government of Montenegro and the
  Commission of the European Communities on the
  Rules for Cooperation concerning EC-Financial
  Assistance to Montenegro in the Framework of the
  Implementation of the Assistance under the
  Instrument for Pre-Accession Assistance (IPA) put
  into force on 18th of January 2008
• Centralized implementation system
• Programming of annual IPA programmes (IPA 2007
  signed financial proposal, IPA 2008 aproved,
  draft of IPA 2009 programme)
• Main steps in aim of introduction of
  Decentralized Implementation System in MNE
