The Vocabulary Access and Distribution System
(VADS) for the Public Health Information Network
(PHIN)
- A Web-based Enterprise Vocabulary System for
accessing, searching, and distributing
vocabularies used within the PHIN
- Used by CDC Programs and Partners for activities
such as - - Populating HL7 Messages
- - Downloading standard vocabularies for use
in applications - - Developing Question and Answer sets for
surveillance surveys - - Mapping legacy (local) concepts to
standard codes
- Promotes the use of standards-based vocabulary
within PHIN systems to support the exchange of
consistent information among Public Health
Partners (PHIN Goal)

5Why Standard Vocabulary?
- Common language for better human understanding of
data exchanged - Machine-readable codes for interoperability among
systems - Science-based organizations with terminology
experts have developed and identified
vocabularies for the Public Health arena - Health Level 7 (HL7)
- Consolidated Health Informatics Initiative (CHI)
- Health Information Technology Standards Panel
(HITSP) - American Health Information Community (AHIC)
BioSurveillance Focus - Available mappings between concepts within
standard code systems
PHIN VADS makes these standard vocabularies
available to CDC and its Public Health Partners
all in one place!

6How VADS Can Benefit You?
- Time and energy savings experts already have
developed and specified the standard vocabularies
for you
- Cost savings you dont have to pay for needed
vocabulary, but can download code sets for free
from PHIN VADS
- Data sharing for more efficient analysis within
your state or local jurisdiction as well as
between states and jurisdictions
- Efficient and effective Data Retrieval from
externals (laboratories, hospitals)
- Code lookup you can identify the appropriate
standard code from ICD-9 CM or SNOMED, for example
- Access and view vocabularies within the context
of Public Health (Domains)
- Identify Vocabulary Metadata needed for HL7
Messaging (CE data type, OID)
- Use Vocabulary Maps and Mapping tools (Biosense
RT)
- Meet PHIN Certification requirements
7Continued Development
There are gaps within the PHIN VADS content, and
we are diligently working to fill these by
- Submitting needed concepts to standard
vocabularies, such as SNOMED - Developing and identifying additional
vocabularies necessary to cover the public health
arena through - Work with CDC Programs (TB, Lead, Varicella) to
identify needed code sets (value sets) - Participation in SDO Vocabulary Working Groups,
such as HL7 - Involvement with e-Gov Health IT initiatives such
as HITSP - Listening to YOU
If you have developed a code set for an area not
already covered in PHIN VADS and are willing to
maintain that set, we are interested in
publishing that content in VADS. Please contact
Dr. Sundak Ganesan.
8Future Direction
- VADS Content
- Currently, there are 170 value sets
- In future releases this year
- 300 new Value Sets will be added to include
Laboratory and Case Notification (February) - Drug Vocabulary will be expanded (late Spring)
- VADS Functionality (Late Spring)
- All synonyms and the ability to search on them
- Hierarchical presentation of data (broader and
narrower concepts easily apparent) and the
ability to navigate up and down the trees - Relationships among concepts will be viewable
(disease to organism) and users will be able to
navigate within these concept clusters - Web services functionality with ability to make
API calls into the VADS repository

- This Webinar will provide an overview of the VADS
content with a demonstration of how to access,
search and download vocabulary data - This Webinar will not answer technical questions
nor specific questions on individual vocabulary
