  • There has been considerable investment in ICT at
    schools over the past few years but mainly on
    desktop computers and basic Internet access.
  • Often not enough budgeted for new technologies
    (digital whiteboards, audiovisual, equipment,
    faster Internet, servers) and for professional
    support.
  • ICT has often been delivered in an ad-hoc way and
    supported by teachers or individuals but it is
    now being regarded as a basic educational utility
    rather than as an additional service.
  • Schools often have different, heterogeneous
    hardware, no plans and insufficient
    documentation. This leads to suboptimal
    performance and increased cost!
  • The annual total cost of ownership of ICT is
    generally not well known within schools.

  • More than 60 of total ICT costs are spent on
  • Repairs, user support, training, electricity,
    rooms, desks, LAN, Systems Management, security,
    updates, Internet, paper, toner, ink, CDs.
  • Generally only the direct investment is seen. It
    is difficult to determine the total cost of
    ownership (TCO) over the lifetime of the systems.
  • 1000 to 3000 - for a complete standard PC with
    software.
  • Industry analyst Gartner estimates that 80
    percent of the total cost of PC ownership is
    incurred after purchase, falling somewhere
    between 6,000 and 9,000 per PC per year.
  • Support is by far the largest cost element in ICT
    budgets, making up an average 62 of the cost in
    secondary schools.

  • Hidden staffing costs for user self-support (from
    teachers, head teachers, administrative staff and
    classroom assistants) are a significant factor in
    overall support costs.
  • Staff not employed in technical support roles
    spend around 30 minutes per week on installing
    IT, fixing problems and carrying out related
    administrative tasks (eg. loading paper in
    printers, backing up data or clearing disk
    space).
  • Schools should aim to reduce TCO below 3000 by
    making support and training more effective and
    providing technologies that are reliable and easy
    to manage and use.
  • The first step towards this is to establish the
    TCO of ICT within the school and then implement a
    strategy to address the problem areas.

  • Before a school can implement a sustainable
    strategy, it must first carry out a systematic
    review of existing and planned provision. More
    specifically, school leaders need to
  • Assess the quality of facilities and services
    needed to support the ICT development plan.
  • Audit existing infrastructure provision,
    equipment age and costs.
  • Identify the impact of existing provision and
    practices on staff (and possibly pupil)
    satisfaction, confidence and competence.
  • Review staff training needs.
  • Compare current costs against relevant internal
    and external benchmarks.
  • Review current procurement practice and
    value-for-money processes.
  • Challenge assumptions about the quality and value
    of current technical support services and
    practices.
  • Reassess the quality of facilities and services
    needed to support the ICT development plan in the
    light of these reviews (points 27).
  • Plan and introduce a rolling three-year
    whole-school budget, which includes a realistic
    proportion allocated to ICT-related costs, based
    upon the development plan.
