CH-53D RFT Gap Analysis
  • Root Causes
  • RBA Deficit (2.5) Gap
  • HMH-362 3.0 (FA). From Feb Apr ISO the
    squadrons OIF deployment and HMH-463s support
    of WTI/Desert Talon aircraft were being
    transferred between squadrons. HMH-362 IR went
    from 9.8 aircraft to 7.6 and HMH-463s IR went
    from 7.9 to 12.5. with RFT/RBA set at 7.5 HMH-362
    would have to report all aircraft RFT the entire
    month (100). Conversely, HMH-463 during this
    time period were reporting RBA rates of 9.5, but
    since the RFT is capped at 7.5 the airframes that
    HMH-463 had that were above entitlement that were
    in fact RFT were not reported on. In reality the
    group did meet RFT goals, but due to a conscience
    decision to meet operational requirements and
    shift extra airframes to HMH-463 these spare
    airframes were not reported on due to the RFT/RBA
    cap built into the program.

Short Term AIPs Stab Act- FRC-E requires
several pacing items to relieve the 23
backorders, and 66 awaiting parts. DLA monitoring
KTR action and lead times. WMC- FST writing
revised troubleshooting procedures for more
definitive failure analysis in order to isolate
WMC failures. (DEC 07). Radome- Fixed KTR in
place to repair Radomes. Delivery schedule set to
start in June. Degrader should be completely
mitigated by (DEC 07). 30 KVA Gen- 1. FST
investigating increased failures, 2. ICP
contracted with OEM to manufacture 24 generators,
deliveries to begin in Jul 07. 3. DLA
establishing overhaul kit that will allow
overhaul by FRC SW. 4. FST developing LES. 5.
PO/FST update Depot manuals. Goal is to establish
Depot overhaul capability (OCT 07). FFP
Solenoid- DLA KTR in shipping phase. Degrader in
monitor phase. New KTR to cover forecast in
process. (JUL 07). ALR-67 Receiver- Most NMC
hours are driven by maintenance. FST in process
of determining the cause. PMA-257 in process of
collaboration with PMA-272 to determine root
cause of component failures. PNs
R2148C/ALR-67, CP1293C/ALR-67, R2055B/ALR-67,
and MX1609A/ALR-67 apply. (OCT 07).
