2The Directorate of Extension
The Directorate of Extension/Extension Division
is the nodal agency in the Department of
Agriculture and Cooperation, Ministry of
Agriculture for agricultural extension
programmes.
It assists and encourages the State Departments
in organising, maintaining and operating
professional extension services. The role
of Extension Division / Directorate of Extension
is essentially collaborative, providing
guidance, technical support, exchange of
information and coordination.
3MANDATE OF DIRECTORATE OF EXTENSION
- Supplementing and complementing states efforts
in organizing, maintaining and operating
professional extension services - Intervening in HRD efforts of different agencies
at national and state level in the area of
agricultural extension - Promoting innovative agricultural extension
methodologies - Augmenting information system and communication
network for extension functionaries and farmers - Maintaining coordination amongst various
organizations/institutions involved in extension
work

Strengthening of - Agricultural Extension Services .
- Involve NGOs and Farmers Organizations (FOs)

23Schemes Monitoring System To
monitor the Physical and Financial aspect of the
Central Sectoral Scheme Agricultural Extension
through Voluntary Organisation and Farmer
Organisation is being developed
24 Physical Monitoring The Physical
Monitoring is done manually by the concerned
Joint director of each Division. Reports from
various State Departments, NGOs and FOs are
submitted to them. They do physical monitoring by
using the following guidelines 1. To check
whether the particular scheme is conducted or
not. 2. In which state and which department
has conducted the particular scheme 3.
Information is maintained in registers about each
State Department year wise. 4. What was the
impact of the scheme. 5. How many farmers
were satisfied by the scheme. 6. Any physical
proof is available or not e.g. any paper cuttings
and video coverage is available or not.
7. Which latest technology is
promoted. 8. Training is given to how many
people and how many courses were conducted.
25Financial Monitoring The financial
monitoring is concerned with the proper
utilization of assistance given to each state
departments, NGOs and FOs. After conducting each
scheme various bills are submitted by
organization to Joint Directors. Bills show the
various expenses incurred by the organizations
under various heads such as
1. Traveling expenses 2. Expenses for training
purpose. 3. expenses incurred on
infrastructure. 4. Total expense for various
Melas, Exhibitions. In financial
monitoring, these expenses under various heads
are summed up for particular organization and
then check is made to see the utilization of
funds. i.e 1. How much grant was given 2. How
much is utilized by them 3. What is the
balance. 4. What will be the next installment.
Utilization Certificate is submitted by
each organization as a proof . Expenses made is
shown into the Utilization Certificate and next
grant is released according to the utilization
certificate.
