Purpose of Transformation Roadmaps

• Transformation roadmaps from the Services and
  JFCOM are the basis of the Strategic
  Transformational Appraisal (STA) process
• The STA is an input to the Strategic Planning
  Guidance (SPG), which influences PPBE
• The STA is also the only DoD-wide appraisal of
  transformational efforts
• PPBE can give the SecDef the opportunity to lay
  the foundation for the future
• This has been a Service function in the past by
  default

Basis of Roadmaps

• Roadmaps draw on the capabilities listed in the
  Joint Operating Concepts (Major Combat
  Operations, Stability Operations, Strategic
  Deterrence, and Homeland Defense)
• Irregular Warfare and Shaping being developed
• The capabilities will be expressed in the
  language of the Tier 1 and Tier 2 Joint
  Capability Areas
• Basic Question Where are you going, and why?

• Looks at future concepts, organizations, business
