NAVAIR Interoperability Project

• F/A-18 Program identified need to resolve IETM
  interoperability problems (July 1996)
• Technical Meeting at NPGS (Aug 1996) resulted in
  proposed solution and approach (F/A-18 staff, AIR
  3.6, NATSF, NSWCCD, NPGS, Boeing, AMA, AnTech,
  LM, Raytheon)
• NAVAIR Executive Steering Committee established
  to ensure solution applies to all aviation
  programs (AIR 3.6, NATSF, F/A-18, V-22, H-60,
  H-1, JSF, JTCTS, etc.)

Joint Logistics Commanders JCG/CE

• JCG/CE identified IETM interoperability as a Key
  Issue that could impact joint operations
  established Technical Publications Panel
• Tri-Service IETMTWG Chairman advised Panel of
  technical effort in support of OSD(CALS)
• JLC ltr to DUSD(L) recommending OSD(CALS) modify
  Tri-Service IETMTWG Charter to include JCG/CE
  goals and cooperative technical effort

• Modified Tri-Service IETM Technology WG charter
  to include JLC goals
• Sponsoring IETM Interoperability Technical Team

Objective

• Develop and test a new information architecture
  and the needed interoperability standards for
  IETM development and deployment, which will
  permit dissimilar DoD weapon-system IETMs,
  regardless of the source, to be read and viewed
  on a common user-interface system with common
  access to field technical-information libraries

Leverage Navy Effort

• Naval Air Systems Command initiated technical
  effort to solve IETM interoperability problems
  across all naval-aviation systems
• NAVAIR Project Milestones
• Initial Design and Breadboard (Dec 97)
• Implementation Recommendations (Mar 98)
• OSD(CALS) Office and Tri-Service IETMTWG endorsed
  the concept and plans of Navy project and the
  transition to a DoD project in FY-98

Tri-Service Approach

• Develop DoD-wide IETM requirements for IETM
  interoperability
• Assess Army, Navy, Air Force, and Marine Corps
  IETM programs, and actions needed to achieve
  interoperability
• Develop Joint IETM Architecture (JIA)
• Conduct pilot demonstrations on selected Service
  IETM programs
• Analyze results and modify JIA
• Develop recommended policy and interoperability
  standards

Project Staffing

• Project requires full-time DoD Interoperability
  Project Manager (Eric Jorgensen) with technical
  support team (NSWCCD and ManTech)
• Service tests should be planned and technically
  directed by an in-house laboratory or by selected
  contractors with extensive knowledge of IETM
  technology and Service IETM policy (AERA, MKI,
  PBM Associates, BTAS)
• Service tests require close and active
  involvement of Weapon System Program Managers
  and their contractors
