4BACKGROUNDImportant Events
- In 1987, a National Referral Hospital, The Royal
Hospital is open, with computerization. - In 1990, creation of specialized and dedicated
Unit for IT
5BACKGROUNDImportant Events
- In 1992 a Committee comprising clinicians, health
administrators, IT personnel and other medical
staff was created with a mission to define a
computerization strategy of health institutions. - The recommendation was to develop in-house, a
hospital information system based on users
requirements and Ministry priorities.
6BACKGROUND
- In November 1997, HE the Minister of Health
visited a pilot project in a small health center
and give a go-ahead to implement the system in
all health centers and start building a
comprehensive system for hospitals. - The strategy adopted was, each newly build health
institution should be open with computerization
and every year some old institutions will be
selected for computerization.
7BACKGROUND
- There are 210 health institutions, 70 of are
already computerized, the remaining will be
computerized by 2005-2006.
8Philosophy of building the e-Medical Records
- Analyzing and Re-engineering of processes
- Redefining the role of each medical category
staff in the new system - Build a system for clinicians surrounded by all
the services - Reduce/Eliminate the papers in the system
9Problems with Manual Medical Record
- The problem of manual Medical Records is quite
complex. A distinguished American physician has
commented The (paper) medical record is an
abomination it is a disgrace to the profession
that created it. More often than the chart is
thick, tattered, disorganized and illegible
progress notes, consultants note, radiology
reports and nurses notes are all co-mingle in
accession sequence. The charts confuse rather
than enlighten they provide a forbidding
challenge to anyone who tries to understand what
