Commuting Policy SP-2000
  • Existing policy states
  • PDO and Contractors shall provide transport for
    their employees between their permanent residence
    and their place of work in the field location.
    Such transport shall fully comply with
    requirements of SP-2000.
  • Concerns/Issues
  • Inconsistent implementation of door to door
    transport for everybody
  • Development of infrastructure encourages own
    transport for flexibility
  • Civil liberty of people freedom of choice
  • People employed from different places door to
    door impractical
  • No legal backing
  • Staff domiciled near interior operating areas
  • Fitness of individuals to work after a long
    commuting journey to allow freedom
  • Objective
  • Revise current policy on commuting to protect
    people through minimising driving exposure while
    recognising individuals liberty and ensuring
    fitness to work.

Revised Commuting Policy
  • PDO and contractor companies shall establish
    pick-up and drop off points (commuting hubs) for
    employees who reside more than one hour drive
    from their place of work
  • Commuting hubs
  • shall be situated in major cities/towns/villages
  • shall not be situated in PDO interior locations
  • are to be authorized and must have basic welfare
    facilities eg., shelter, rest rooms etc. using
    existing infrastructure.

    hubs

Transportation of employees
  • PDO and contracting companies shall
  • be responsible for arranging SP-2000 compliant
    transportation (own or contracted) for their
    employees from commuting hubs to work location
    and vice versa. (work related), OR
  • ensure employees use SP-2000 compliant public
    transport ie., by issuing tickets (work related)
  • Employees are responsible for their own travel
    arrangement between their place of residence and
    allocated hub (non work related)
  • PDO and contractors can retain current
    door-to-door transportation service for interior
    staff
  • Transport allowance where paid, will only be for
    journeys between their homes and commuting hubs.
  • Employees who are located within one hour drive
    between their place of work and residence whose
    employment terms and conditions permit them to
    commute, the company shall provide SP2000
    compliant vehicles (work related). Use of private
    vehicles will be non work related.

  • Zero Tolerance on non-compliant vehicles (10
    items ? 5 items)

  • Non-compliant vehicle to be rectified at the
    companys base workshop

Implementation
  • Revise SP-2000 to reflect these changes Oct 07
  • Regular spot checks will be conducted by RSMT and
    reports on non-compliant vehicles will be sent to
    relevant PDO Directors and contractors for action
  • Repeated violation will be monitored by RSMT and
    dealt with in accordance with consequence
    management system/safety default
  • For Block-A, any non-compliant vehicle, the
    journey should not be allowed to continue until
    the vehicle is rectified
  • RSMT will inform the company management.
  • The relevant manager will have to accept
    responsibility to repair before vehicle is
    allowed back on the road.
  • For Block-B, any non-compliant vehicle must be
    rectified at the companys base workshop before
    resuming operation.
