Operational Needs Statements (FONS) identified
requirement for Direct METOC
Support capabilities for MEUs and Elements of the
MAGTF other than the ACE. - 1994 MEF Weather Support Teams (MSTs) created
on MWSS T/Os in response to 1991 FONS.
1st MCCDC sponsored METOC Study Completed
Penn State. - 2001 MARFORs direct MWSG OAG to realign MSTs.

to MWSS closest to MEF CE. (1) MOS
6842 METOC Forecaster added to Intel Bns T/O. - 2003 2nd MCCDC sponsored METOC Study Completed
Penn State. I MEF OIF-1 METOC AA
Conference recommended an all 6842 force and MOS
reorganization. - 2005 Marine Aviation Transition Strategy
(MATS) MWSS mirror imaging and METOC
reorganization. Initial accession
schoolhouse plan developed and approved to
support single MOS.
5Transformation Timeline cont.
- 2006 MATS reviewed and approved by MROC, CMC
and SECNAV. (Briefed to Congress Nov 06)
DC/A ASL msg, dtg 050020Z APR 2006,
promulgated realignment and reorganization.
DC/A requests TFSD to run MWSS and METOC
TOECRS for FY08 T/O 68XX MOS starts
transitioning to all 6842 MOS beginning at
initial accession. (02 Oct 2006) - 2007 DIRINT became co-advocate of Marine
Corps METOC Capability. (01 Oct 2007)
METOC manpower transition is reflected in
FY08 T/Os. (01 Oct 2007) Forward
Staff key billets on DIRINT Staff, MARFORs and
Intel Bns. - 2008 Regional METOC Centers anticipated to
reach Initial Operational Capability (IOC) 4th
Qtr. MWSS begins transitioning MST
mission to the Intel Bns. - 2009 Regional METOC Centers anticipated to
reach Full Operational Capability (FOC).
Intel Bns anticipated to reach IOC. - 2010 Intel Bns anticipated to reach FOC.

482B vs. 3C Level of Formal Training
- The term 2B or 3C may be mentioned from time to
time to describe the level of formal training our
Marines are receiving at the school house. To
facilitate understanding for those proficiency
codes, the below info is provided - 2. Partially Proficient Can do most parts of
the task. Needs help only on hardest parts. - B. Principles Can identify relationship of
basic facts and state general principles about
the subject. - 3. Competent Can do all parts of task. Needs
only a spot check of completed work. - C. Analysis Can analyze facts and principles
and draw conclusions about the subject. - Completion of 200 Level events in the TR Manual
and MAES will bring Marines up to the 3C level.
49Training Readiness Manual
- NAVMC 3500.38
- Identifies METOC Analyst Forecasters based on
designations and experience - Apprentice METOC Analyst (AMA)
- Journeyman METOC Analyst (JMA)
- Master METOC Analyst (MMA)
- METOC Analyst Instructor (MAI)
- Formal Schools Instructor (FSI)
- Weapons and Tactics Instructor (WTI)
- Tied directly to Unit Combat Readiness via
M-SHARP - Commanders will have more influence and
ownership of organic METOC Capability. - Complete implementation is Key to Success!
50Training Cooperation
- Ensuring all METOC Marines are equally trained,
regardless of assignment, will require
cooperation between units. Examples - General Aviation support requirements via the
RMC/MCAS. - Tactical Aviation systems requirements via the
MWSS. - Command Element support requirements via the
Intel Bn. - Memorandum Of Understandings (MOU) between units
may be required.
