Purpose

• To promulgate a consistent and coherent
  understanding with the transition of METOC
  capabilities and support responsibilities to the
  Intelligence Community.

Transformation Timeline

• 1991 Post Desert Shield/Storm Fleet
  Operational Needs Statements (FONS) identified
  requirement for Direct METOC
  Support capabilities for MEUs and Elements of the
  MAGTF other than the ACE.
• 1994 MEF Weather Support Teams (MSTs) created
  on MWSS T/Os in response to 1991 FONS.
  1st MCCDC sponsored METOC Study Completed
  Penn State.
• 2001 MARFORs direct MWSG OAG to realign MSTs.
• 2002 MST line numbers mapped from parent MWSS
  to MWSS closest to MEF CE. (1) MOS
  6842 METOC Forecaster added to Intel Bns T/O.
• 2003 2nd MCCDC sponsored METOC Study Completed
  Penn State. I MEF OIF-1 METOC AA
  Conference recommended an all 6842 force and MOS
  reorganization.
• 2005 Marine Aviation Transition Strategy
  (MATS) MWSS mirror imaging and METOC
  reorganization. Initial accession
  schoolhouse plan developed and approved to
  support single MOS.

• 2006 MATS reviewed and approved by MROC, CMC
  and SECNAV. (Briefed to Congress Nov 06)
  DC/A ASL msg, dtg 050020Z APR 2006,
  promulgated realignment and reorganization.
  DC/A requests TFSD to run MWSS and METOC
  TOECRS for FY08 T/O 68XX MOS starts
  transitioning to all 6842 MOS beginning at
  initial accession. (02 Oct 2006)
• 2007 DIRINT became co-advocate of Marine
  Corps METOC Capability. (01 Oct 2007)
  METOC manpower transition is reflected in
  FY08 T/Os. (01 Oct 2007) Forward
  Staff key billets on DIRINT Staff, MARFORs and
  Intel Bns.
• 2008 Regional METOC Centers anticipated to
  reach Initial Operational Capability (IOC) 4th
  Qtr. MWSS begins transitioning MST
  mission to the Intel Bns.
• 2009 Regional METOC Centers anticipated to
  reach Full Operational Capability (FOC).
  Intel Bns anticipated to reach IOC.
• 2010 Intel Bns anticipated to reach FOC.

2003 METOC Study Findings

• METOC requirements are ubiquitous throughout
  every element of the MAGTF.
• Overarching METOC Concept of Support required.
• A tactical METOC construct with core production
  analysis capability (at the MAGTF CE) ISO
  task-organized METOC teams integrated into the
  decision processes of the GCE and LCE provides
  flexibility and economy of effort.
• Meteorological Mobile Facility Replacement
  (METMF-R) needs to be smaller with greater
  tactical flexibility.

  vetted in FY11 (EAS).

Mission Requirements

• Aviation Combat Element
• Maintain a robust organic METOC T/OE to support
  ACE Battlestaff requirements and to provide
  Direct Support to ACE at Forward Operating Bases
  (FOBs) and Forward Arming and Refueling Points
  (FARPs).
• MWSS meteorological sensors will continue to
  support Aviation and base camp operations and
  provide environmental information ISO OPORD Annex
  H.
• MCWP 3-35.7, METOC Support to the MAGTF, and MCWP
  3-21.1, Aviation Ground Support, provide more
  detailed information.

• Intelligence Battalions
• Provide METOC products, climatologic studies, and
  environmental impacts to operations to the CE of
  each MAGTF Element minus ACE.
• Serve as the primary METOC production and
  analysis capability within the MAGTF.
• Perform all duties as the Joint METOC Forecast
  Unit IAW CJCSI 3810.01B Meteorological and
  Oceanographic Operations, provide direct support
  to the Joint METOC Officer (JMO).
• Serve as the primary METOC data repository within
  the MAGTF and serve as METOC Domain access point.
• MEU requirements for Direct Support will be
  sourced from the Intel Bn through the entire
  deployment cycle.
• Augment and provide dedicated METOC Support to
  the CE of the MEF, MARDIV, and MLG when required.
