• Starts with the end (outcome) and works backwards
• Involves range of partners stakeholders
• Identifies low / no cost initiatives
• Moves from talk to action quickly
• Encourages joint ownership for outcomes action

• About the wellbeing of WHOLE POPULATIONS
• For communities boroughs counties
• Performance Accountability
• About the wellbeing of CUSTOMER POPULATIONS
• For programmes services - agencies

Exercise 1

• Starting Point 5 mins
• Separate into groups
• Introduce group members identify a timekeeper
• Outcome Indicators 25 mins
• Choose an agreed population outcome for the
  project.
• Decide what how you would indicate (measure)
  progress towards this outcome.
• You should have 2-3 indicators

Exercise 2

• Story behind the baseline 20 mins
• Review local data
• In your group discuss the story or reasons why
  the baseline looks like this
• Consider the story from another perspective. E.g
  parent or a colleague
• Consider causes forces at work
• What accounts for this history
• Keep a list of questions that arise

Exercise 3

• What works ? 25 mins
• Consider what could work to do better achieve
  the desired outcome
• What can your agency contribute ?
• At least one idea is no / low cost
• Ideas that can be started right now

Exercise 4

• Action Planning 15 mins
• In your groups discuss action to move forward,
  keeping in mind ideas of what works
• Each part of the story being the baseline points
  to an action e.g. sit at desk all day points
  to make opportunity to move by taking stairs
• Is the action specific enough to be implemented
• How much difference will the action make on
  outcomes indicators ?
• Report
• Convert your notes onto 1 page flip chart
